Medical Workforce Manager Job Type: TemporarySector: HealthcareBase: Our client’s head office not at a hospital and remote workingDuration: Expected to last till up 12 monthsLocation:Willerby, HullRemote Working: Yes, some remote workingBand: 8APay Rates: £23.40-£26.42 paye per hour£26.22-£29.61 paye inclusive of holiday pay£29.84-£33.70 umbrellaDepending on skill, experience and qualificationsWorking Days and Hours: Monday to Friday, 9am-5pmJob Summary The post holder will provide day to day oversight and leadership to the Medical Workforce Team, offering support to the Deputy Director of Workforce & OD. The post holder will provide leadership to the team and have line management responsibility for Medical Workforce Assistants to deliver an effective, efficient, responsive and high quality medical staffing service. The Medical Workforce Manager will act as a champion for medical staffing, striving to continually improve current practice and to raise the profile of the service within the Trust.Responsibilities.

  • Manage the recruitment and selection process for the appointment of junior doctors (including doctors in training), SAS doctors and Consultants, ensuring good practice and compliance with relevant local and national policies, procedures and statutory requirements.
  • Work with and advise managers and medical managers on Consultant and SAS job descriptions in line with RCPsych guidance and liaise with the RCPsych for the approval of job descriptions for permanent recruitment to Consultant and SAS doctor posts.
  • Monitor and advise on medical recruitment processes and attend interview panels and Appointments Advisory Committees (AAC) in an advisory capacity as necessary.
  • Ensure work schedules and rota templates are issued in full compliance with the Junior Doctor’s Contract 2016.
  • Provide advice to doctors of the Trust, Directors and managers, on National Terms and Conditions of Service for junior doctors, SAS doctors and Consultants.
  • Work with the Rota Co-ordinator to ensure that work schedules and rota templates are issued in full compliance with the 2016 Junior Doctor’s contract.
  • Effective management of the Medical Workforce Team to ensure that accurate and timely information is provided for ESR, Payroll, IT and the Medical Education Department.
  • To ensure that junior doctors working patterns are compliant with the 2016 Contract and European Working Time Directive (EWTD), liaising with the Guardian of Safe Working, College Tutor and doctors in training as necessary. This may include attending consultation meetings regarding the implementation of new rotas and new working patterns.
  • Lead the Medical Workforce element of junior doctor induction programmes, presenting highly complex information relating to employment with the Trust and presenting local policies and procedures to new starters as necessary.
  • Act as an authorised signatory to authorise expenses for interview and travel, rotational excess mileage (in line with HEE policy) and locum claims for doctors in training.
  • To support the Deputy Medical Director to administer the annual Local Clinical Excellence Awards (LCEA) process and contribute to the analysis and ranking of scores. The post holder will be expected to take notes at the Employer Based Awards Committee (EBAC).
  • Provide leadership in Trust wide medical productivity and cost improvement projects
  • Qualifications, Skills and Experience
  • Highly specialist knowledge of Medical Staffing to masters level equivalent acquired through professional HR qualification (CIPD HR Management/ Business Management degree/post-graduate diploma) plus additional training and/or equivalent experience
  • Strong understanding of the importance of key relationships between Medical Staffing, HR, Payroll, Occupational Health, Training and Operations when developing and delivering a quality customer focussed service
  • Excellent working knowledge and understanding of medical terms and conditions of employment and relevant employment legislation
  • Working knowledge of supporting change through meaningful consultation and staff engagement
  • Experience of effectively leading a team in a rapid changing environment providing quality customer services
  • Significant experience of building effective working relationships whilst working with sensitive information and ability to approach issues diplomatically for mutual resolution
  • Evidence of delivering high quality measurable services underpinned by evidence based results
  • Experience of providing advice/information/instructions to doctors, staff and managers
  • Professional networking locally/regionally
  • Excellent interpersonal and communication skills with the ability to influence and negotiate at local level
