One of RSEs key focuses is driving servant leadership, giving our people the opportunity and responsibility to take an entrepreneurialapproach in their roles to further their careers.What Are We Looking ForOur office in West Thurrock, London is looking for a Proposal Engineer to join us on our journey to deliver a best-in-class service to the Water industry. Youll be experienced in preparing estimates and tenders that ensure business sustainability throughsecuring contracts. You will be required to calculate and prepare tender submissions, prepare accurate contract costs that deliver the full scope associated with the Client brief, with appropriate levels of margin recovery to deliver the required project profitability.One of the main focuses of this role will be to deliver an excellent service to our clients, so its key that you have experience in engaging with stakeholders.This role would be ideally suited to a candidate with a strong Engineering background who is looking to move into a front-end position in their career.Some of Your Key Duties Include:

  • Liaison with Clients and their Professional representatives
  • Review tender documents assessing scope, risks involved, tender complexity and provide feedback
  • Work in a collaborative and proactive manner with other members of the estimating team
  • Preparation of Bill of Quantities and material Take Offs and pricing thereof
  • Produce enquiry schedules for scope of works and packages required from the tender documentation, drawings, and specifications for sub-contracted scopes
  • Evaluate returned quotations from suppliers and where necessary enters into correspondence with Suppliers to bring quotations in line with the project specification requirements
  • Providing costing for contract preliminary items and any site-specific temporary works
  • Fully ascertain the cost implications of programme by working with a Project Engineer/Site
  • Ensure that all preliminary and time related items have been fully assessed with suitable cost provision
  • Establish output and production rates to accurately determine progress and completion rates, including allowances for risks and other unforeseen circumstances
  • Pricing tenders in accordance with Framework agreed Schedules of Rates and Prices, if required
  • Comparing Bottom-up pricing versus agreed Framework Prices
  • Input to project risk register and attend project risk meetings in the presence of Estimators, Planning Engineers, Design Co-ordinators and Client representatives
What Do You Need
  • A practical understanding of the "buildability" of a project and implications on site which can assist in tender pricing
  • Ability to interpret drawings and specifications
  • Ability to be able to read and understand the sequencing of programmes or schedules
  • Qualifications appropriate to the role
  • Must be able to meet tight deadlines and communicate effectively at all levels both internally and with Clients
  • Although predominantly office based, there is a requirement to attend out of office meetings and visit Client sites. This may also require working away from home if the site visits or Client meetings are not local to the RSE office
  • IT literacy in all MS applications, in particular Excel and Word
  • Excellent communication skills, both written and verbal
