Job Description

An exciting opportunity has emerged for a Housing Benefit & Charges Recovery Project Manager to join the homelessness department at one of Adeccos key local government clients, in an interim assignment initially for 3-6 months.Based in Ealing in West London, this is a full time role (35 hours each week, Monday to Friday) and the successful candidate will be required to work hybridly from our clients office 2-3 days each week. You will be required to lead a project to maximisethe recovery of Housing Benefit and other income and implement an occupancy and charging management regime for homeless households occupying temporary accommodation.Other key elements of this role include:

  • Leading the review, existing and developing new and robust systems for accurately recording temporary accommodation occupancies and expenditure by the council.
  • Leading negotiations with own and other service areas on the allocation of resources, systems and processes to implement and deliver the objectives of the project.
  • Leading the identification of all associated risks and developing mitigations and actions plans to address risk and improve operational performance and reduce service expenditure.
  • Being responsible for co-ordinating communications and relationships with all key stakeholders, including homeless households, to implement the project.
  • Delivering expert project leadership to achieve project deliverables and objectives.
  • Supervising staff on a regular basis to oversee progress with implementation and to hold regular recorded project meetings and progress reviews.
  • Implementing processes for recording financial expenditure and reconciliation with charging systems to evidence maximisation of charge recovery.
  • Ensuring best practice and peformance within the project and to ensure excellent customer advice, support and care is provided to affected households at all times.
  • Providing matrix management and supervision of staff within the homelessness department and to negotiate and co-ordinate the involvement of other service areas working on the project where appropriate.
  • Reporting on financial activity, occupancy and income recovery to management and Directorate leadership meetings.
The successful candidate will ideally possess excellent project and programme management skills and techniques, as well as sound local government experience at a senior level. Experience of successfully delivering a large and complex transformation projectand programme in an organisation of similar scale and complexity, focused on both cost reduction and improvements to real world outcomes would be highly desirable.Only applicants who feel they meet the above criteria, are comfortable in working hybridly in West London during the working week and can analyse, review and remediate existing processes to improve performance and service delivery need apply.
