You will play a key role in developing and delivering software products and features to the highest quality, using a widerange of technologies and systems, and ensuring operational stability and continuous improvement of the live services. £64,108 - £71,028 plus £5,000 Recruitment and Retention Allowance and excellent Civil Service benefits and 27% pension. The Driver and Vehicle Licensing Agency (DVLA) deliver wide reaching digital services to the UK public and industry and maintain the national record of vehicles and drivers. If you have applied for a driving licence, changed vehicle, re-licensed your vehicleor completed a vehicle enquiry you would have used one of DVLAs services. DVLAs current deliveries include:* A major programme of work, modernising our drivers and services and systems * Entirely new services including a new customer portal, mobile digital driving licence and identity platform * The DVLA digital payment service that helps collect around 7 billion pounds a year * New versions of key driving licence services that will help to reduce paper forms, reduce waiting times and to enable all of our customers to transact digitally The Head of Product will report to the Head of IT Service Creation and be part of the senior team. You will lead the strategic direction of all product development teams, consisting of in-house and 3rd party staff, delivering DVLAs new business applications. You will play a key role in developing and delivering software products and features to the highest quality, using a wide range of technologies and systems, and ensuring operational stability and continuous improvement of the live services. Responsibilities:Role responsibilities include but are not limited to:

  • Line management of the Technical Product Managers, and lead the strategic direction for the Software Product Development teams.
  • Lead the business analysis function and build business analysis capability for the organisation.
  • Delivering DVLAs new business applications using agile software delivery and scrum methodology, primarily based on open source software platforms and be responsible for continuously improving both the applications stack themselves and the product developmentcapability as a whole to refine and enhance services and increase cost effectiveness.
  • Defining and implementing a robust software development strategy to meet Agency objectives, working with the software engineering capability and taking responsibility for all aspects of resourcing, process, life-cycle, development, training, and applicationsupport.
  • Continuous improvement of the product development capability, to refine and enhance services and increase cost effectiveness, ensuring that there is full architectural coverage for all new solutions and product roadmaps in place that support the Agencysstrategic agenda.
  • Developing and continually improving a skills matrix, staffing and team structure to support new product development processes.
About you:Ideally you will have held a senior leadership position within a software engineering or development function previously, or come with significant equivalent experience of undertaking an equivalent role. You will be as a self-starter, who sees the bigger picture and is not fazed by dealing with senior stakeholders, you will have a software product development background and be comfortable working in a large organisation with a major transformational agenda. You will be keen to adopt a strategic development management role and have a passion for growing and developing high-performance teams that can delivery modern scalable systems, integrating with the legacy code base as well as building a new, modern and efficientsystem landscape.
