  • Lead the development, production, reporting, dissemination and use of Service Line Reporting (SLR) and Patient Level Costing (PLICS) in the Trust
  • Lead the production of the annual National Cost Collect process, education and training reference costs and PLICS returns (moving to a single integrated cost collection in the future).
  • To provide analyses of financial benchmarking information.
  • Produce accurate and effective SLR reports to Trust managers and staff. Provide financial advice and support as required.
  • Co-ordinate the work of the costing team to deliver financial advice and support, and to produce reports and submissions to agreed standards and timescales
  • Interpret and advise on the implications of legislation and statutory and mandatory guidance
  • The post will support the provision of best in class costing and benchmarking information within the Trust, to pro-actively support decision making within the Trust for service developments, pricing, business cases, business planning, pathway redesign and transformational CIPs (Cost Improvement Programme).
  • Key duties and responsibilitiesCosting
  • Trust lead for costing, providing accurate costing information to enable the Trust to complete mandatory cost submissions.
  • Lead the development and maintenance of the Trust Costing systems.
  • Review the cost apportionment and allocation methodologies used in the costing process.
  • Engage with clinicians and service managers to review and update cost apportionment allocation methodologies, and to review and validate outputs from the costing model.
  • Liaise with Financial Management and Financial Service teams to ensure the structure of our systems support accurate costing principles and lead the mapping of the general ledger to the cost ledger.
  • Liaise with the software supplier to develop and improve the costing system through increased automation of data feeds, calculations and validation checks, and to enhance the reporting of costing outputs
  • Interpret and implement relevant highly complex national policies, guidance and statutory requirements associated with the National Cost Collection and PLICS.
  • Ensure preparedness for and compliance with the Costing Transformation Programme run by NHS Improvement. This will include liaising with External Auditors appointed by NHS Improvement as part of the National Costing Assurance Programme
  • Manage and enact actions arising from audits, including identifying and reporting any potential risks to Trust management
  • Develop and implement the Trust’s costing strategy.
  • Maintain and develop the Trust’s Costing Manual
  • Identify areas where information collated is either incomplete or absent and ensure, with the relevant people responsible, that the data and information is collected.
  • Produce analyses on the Reference cost and PLICS outputs to identify how the Trusts activity and costs compare to national averages by Specialty, POD and HRG and to review and understand year-on-year trends and changes.
