Pertemps are proud to be working with a Government Funded organisation to recruit for a Fixed term maternity Cover ICT Information Systems Officer to Develop innovative ICT solutions and systems of a highly complex, critical and technical nature, tomeet the future needs of the organisation. To participate as a member of a team of ICT support personnel fulfilling the duties associated with hardware, software, installation, network, equipment and user support.MAIN DUTIES AND RESPONSIBILITIES:Development/Programming

• Design and develop relational database systems and their web interfaces.
• Arrange and participate in meetings with all stakeholders, including Senior Officers to determine specification requirements and understand the needs of the service.
• Interpret and re-engineer user requirements from user group meetings and product design meetings
• Design resilience and security in all aspects of systems created for the organisation
• Deputise for ICT Digital Business Manager when required.
• Work independently and with innovation to create systems that realise the use of new technology and future proof.
• Determine design methodologies and tool sets; completing programming using languages and software products; designing and conducting tests.
• Develop user interfaces and new front-end web designs, products, prototypes, micro-sites.
• Integrate applications by designing database architecture and server scripting.
• Establish connectivity with network systems, search engines, and information servers.
• Complete applications development by coordinating requirements, schedules, and activities; contributing to team meetings; troubleshooting development and production problems across multiple environments and operating platforms.
• Write diagnostic programs and design and write code to maintain efficiency of existing software.
• Make recommendations for system solutions by comparing advantages and disadvantages of custom development and purchase alternatives.
• Prepare relevant documentation to provide guidance for users of systems
• Assist in any necessary evaluation and/or training of new software developments.
• Advise on concepts and principles of new ways of working and system integration.

General ICT Duties/ResponsibilitiesTo provide the installation, maintenance and support of distributed ICT equipment including, printers, personal computers, telephones including operational equipment i.e. MDTs and CCTV etc.

• To provide technical advice and guidance to users and to work as a member of the ICT Support Team.
• To assist in the maintenance and support of specialised software packages such as Graphical Information Systems and Statistical Packages.
• Maintenance and support of file servers, mail servers and application servers.
• Support and maintenance of remote access facilities.
• To assist with the prevention of viruses on systems and the implementation of necessary security procedures.
• Research trends, products, equipment etc., for the purpose of recommending procedures and/or purchases.
• Manage the Security of user access to assure Confidentiality (Information is accessible only to those authorised), Integrity (Safeguarding the accuracy and completeness of information) and Availability (Authorised users have access to information when required).
• In the event of a disaster affecting ICT resources, respond in accordance with the ICT BS Policy and initiate specific actions for recovery.
• Comply at all times with the Code of Conduct for officers of the Authority and such other professional requirements as to standards of conduct.
• Fully participate in any Performance Development Review process according to the responsibilities of the role.
• Attend as required any training courses that will contribute to the effective performance of the post holder.

• Ensure that risk is managed effectively within the section in accordance with corporate strategies and plans.

PERSON SPECIFICATION

• Criteria Essential Desirable
• Qualifications
• Educated to GCSE Level or equivalent including English and Maths Grade C+
• BS in computer science or a related field, or significant equivalent experience
• Current Driving Licence/ ability to travel

Knowledge

• In depth knowledge of standard systems development, lifecycle processes and methodology.
• Knowledge of Object-Oriented Design (OOD)
• Knowledge of industry trends

Experience

• Web programming experience, including JavaScript, PHP, AJAX, ASP, XML, SQL etc.
• Experiencewith database systems such as MySQL, MSSQL, Oracle etc. and a good working knowledge of SQL
• Examples of web design and code
• Experience in delivery of ICT systems and solutions
• Must have strong skills in Photoshop, Fireworks, or equivalent application(s).
• Experience in software requirements and system architecture
