Job Description

Housing Support OfficerEnhanced disclosure check required: YesPurpose of the jobThe role of the Support Officer is to provide support to promote independent living together with high quality housing and property management to service users in a group of properties in a designated geographical area.This will include Inducting service users into the property, conducting risk assessments and work with the service user to create an individual, strength-based Support Plan. There will be two support sessions per week in the first two weeks of residence, and one per week thereafter.Duties and responsibilities1. Identify and feed into opportunities for service development and innovation in the contract.2. Deliver criminal justice outcomes in relation to adherence of release conditions, bail conditions and reducing re-offending.3. Deliver housing service levels in relation to accommodation availability (100%).4. Deliver housing outcomes in relation to accommodation sustainment (80% successful residence) and move-on accommodation (90% SU secure settled accommodation).Housing Management1. Ensure rent income is maximised by ensuring successful housing benefit claims are made and maintained, taking appropriate support and enforcement action in respect of rent arrears in line with the Operating Manual.2. Ensure all service users have appropriate signed occupancy agreements and ensured the conditions are effectively monitored and appropriate action taken against any breaches in line with legal requirements.Operations3. Monitor compliance with criminal justice conditions and requirements, reporting breach incidents and completion of relevant documentation to statutory agencies.4. Ensure timely responsiveness to service user breach of bail conditions / licence /HDC licence / conditions imposed by the Court / house rules5. Implement compliance and enforcement procedures and share key information with the responsible officer/authority.Dealing with anti-social behaviour in housing1. Apply statutory and non-statutory interventions available to tackle anti-social behaviour.2. Be sensitive to concerns of the local community and neighbours and undertake appropriate liaison and communication.3. Ensure all complaints, incidents and cause for concerns are recorded and responded to in line with contractual requirements and BASS Operations Manual.Supporting service users with support needs (all service users)1. Ensure that all service user support plans and risk assessments are co-produced with service users and are person-centred, demonstrating the high quality support being offered.2. Identify service users strengths, resources and aspirations, understanding these are central to engaging service users in their support plan and contributing to the prevention and management of challenging /unacceptable behaviour.3. Work with service users to identify and understand the range of community based services that could meet their needs and make onward referrals to relevant service provision in consultation with responsible authority where appropriate (e.g. drug and alcohol services, community mental health teams, debt counselling etc.).Getting empty properties ready to let1. Ensure timely responsiveness is met to void turnaround is kept to a minimum and no more than a maximum of 7 calendar days where repairs, cleaning and replacement furniture and equipment are required.2. Take responsibility for inspecting properties, rooms and communal areas and raising any necessary cleaning and repair works in a timely and responsive fashion, carrying out basic cleaning tasks as required.Involving housing service users1. Ensure feedback from service users is responded to and feeds into the Service Innovation and Development team.2. Ensure completion of service user Exit Questionnaires.Supporting service users to access housing and accommodation services1. Support service users to secure settled accommodation at the earliest opportunity in accordance with contract requirements including producing a realistic and achievable plan for accessing and using housing and accommodation services.2. Approach agreed housing and accommodation services to discuss service users housing and accommodation needs and related issues.3. Challenge housing and accommodation workers and services when they discriminate against the service user. Required skills
