Our responsibilities include: • Plan and deliver major capital projects and lifecycle refurbishment • Provide utilities services • Manage soft facilities management (i.e. cleaning and catering) • Provide a safe place to train • Allocate Service Families Accommodation • Procure and manage routine maintenance and reactive repair • Provide a central register of asset information to advise infrastructure planning • Act as steward of the Defence estate • Provide the unarmed guarding service We employ approximately 4,900 staff from a very diverse range of professions, and we work across the world; in Germany, Cyprus and the Falkland Islands, Norway, Poland, Kenya, Belize, Nepal and Oman. You can view our YouTube video to see more about our workJob descriptionThe ChallengeAre you interested in becoming a Contracts & Infrastructure Manager, ensuring that military training area and live fire range contracts & infrastructure is managed and maintained effectively If the answer is yes, read on: The Contract / Infrastructure Manager (Assurance) is accountable for ensuring adherence and conformity with all agreed DIO TLB processes and operating procedures in an NEC3 environement, and particularly those which are detailed under the key infrastructure process for: • Assuring that the National Training Estate Prime (NTEP) contract deliverables are being met in region in line with , where appropriate, the EMO2 assurance framework. • Assisting with the planning and delivery of NTEP Additional Services (In support of the Service Manager’s Representative (SMR)) and other delegated projects. • Assisting and supporting NTEP delivery staff in the delivery of regional Additional Services. About DIO Overseas & Training Region DIO Regional Delivery Overseas and Training Region (OS&Trg) provides a range of infrastructure and training support functions across the UK and overseas. The organisation is Head of Establishment (HoE) for the UK Defence Training Estate, provides direct training support to UK Armed Forces and wider MOD, in addition to supporting Cadets, Over Government Departments and foreign armed forces. We provide these services overseas in Germany, Canada, Kenya and Belize, where we are not HoE. OS&Trg is responsible for the provision of a Training Estate that is of the right size and standard against the endorsed need, fit for purpose, safe, well managed, sustainable and sensitive to social and environmental considerations. OS&Trg also provides infrastructure support functions in the PJOBs and Far East. This encompasses Cyprus, Gibraltar, the Falkland Islands, Ascension Island, Nepal, Brunei and Singapore.ResponsibilitiesThe Regional Contract & Infra Manager (Assurance) in accordance with all agreed DIO processes and operating procedures is responsible for: • Support the development, management and monitoring of the NTEP contract and / or its successor(s) within the nationally established and adopted assurance framework (EM02) with the strategic objective of improving and maintaining the Defence Training Estate (DTE) in order to maintain Military Training Outputs. • Provide support to the Regional Logistic Support Officer in the development, management and monitoring of other contracts as necessary. • Assist Regional Contract and Infrastructure Manager (QS) in providing an interface between Front Line Commands (FLCs) and other stakeholders. • Assist in the management of additional Services Requirements. • Monitor, report and manage assurance activity delivered by the NTEP contract, its successor(s) and other contractors. • Support sustainability including utility efficiency issues that reflect on the TE, promoting best practice within DTE. • Assist in the analysis of TE condition data to identify TE that will not meet Ops Trg standard, managing works packages to retain military training outputs. • Compile relevant documentation in support of contractual reporting requirements. • Provide support to the SMR & the assurance regime. • Support communications and liaison with all stakeholders. Assist and support DTE Regional staff. It is desirable that the post holder has either a PRINCE 2 or APMP qualification, or can demonstrate Project Management experience. A full UK driving license is essential. DTE Scotland & NI is spread over a large area and its sites are in remote, rural locations. Weather conditions can have a major impact on the working environment. The post holder during the course of their duties will be expected to self drive a pool vehicle to the locations throughout the year.
