Job Description

Non-compliance officer 37 hours a week (20 hours for training in week 1)Contract: 18 May 2021 to 9 July 2021 plus holidaySalary dependent on locationBand 1 - £16.93phBand 2 - £14.67phBand 3 - £13.01phThere are no fixed daily normal working hours. However, you are required and agreeto work your duties within the hours detailed below:Monday to Friday, between 9am and 8pmSaturday, Sunday & Bank Holidays: you will need to be flexible regarding working hours and additional hoursConfident communicators make the census The census is a survey of the entire population of England and Wales that happens every 10 years. It’s run by the Office for National Statistics (ONS) and gives us a picture of all the people and households in England and Wales.The information we collect is used to make decisions that affect everyone – things like how many schools, surgeries and hospitals we need. By law, every household must complete a census survey.We’re now hiring people to visit the addresses of anyone who refuses to take part and encourage them to do so.The roleAre you confident managing challenging situations Do you want to utilise your skills and experience to maximise census compliance In this important temporary role, you will visit households who have refused to complete a census questionnaire and encourage them to comply.This will involve knocking on doors and engaging with a diverse range of people. If they continue to refuse, you will conduct a formal ‘interview under caution’. There may be some challenging situations, and people might become confrontational. You will need to manage all of this effectively.You will work in pairs alongside a non-compliance assistant at all times. You will lead the planning of your joint workload but will locate and travel to the required addresses together. We will pay travel expenses for this. You will be travelling between locations all day. These will vary and will be spread over a large geographical area, so you will need to provide your own car to reach them.You will be supported by, and report to, a non-compliance field manager. Because of the wide area you will be covering, you will keep in contact via a provided mobile phone, using GSuite or Microsoft Teams. Please note: You may be required to attend court as a witness and provide evidence after the employment period. Expenses for this will be covered.About youYou must be resilient, proficient in written and spoken English, and confident dealing with members of the public who may become confrontational.You have probably done work like this before, and been exposed to confrontational situations.An understanding of the Police and Criminal Evidence Act 1984 (PACE) is desirable but not essential as you will be given relevant training. You will need space to securely store supplies. You will also need a current, full UK driving licence and use of a motor car insured for business use. Occasional overnight stays may be required. We will pay travel expenses within your work area.If you’re risk-aware, confident, and interested in making Census 2021 a success for everyone, apply for a census non-compliance role.We can only employ you if you are eligible to work for the Civil Service. Appropriate PPE (Personal Protective Equipment) including hand sanitiser and face masks will be provided to all staff; for your safety, you will be required to use and wear that PPE, as instructed, when you are working. Social distancing will be maintained throughout the operation.
