Job Description

EJ791 - Commercial Manager Location: Home based / Pontypridd (Hybrid) Salary: £37,200 - £46,500 Overview:First Military Recruitment are currently seeking a Commercial Manager on behalf of one of our clients.Our client encourages applications from ex-military personnel however all candidates will be given due consideration.Duties and Responsibilities:

  • Monitor for and mitigate breaches of governance by adhering to the procurement and internal change control procedures, in conjunction with the programme and project teams to ensure you are operating in compliance with regulations.
  • Manage cost reporting of allocated projects within the reporting framework by undertaking cost forecasting to report anticipated final cost, cost of work done, gross billing and current contract value.
  • Monitor, manage and report on commercial aspects of allocated projects by raise issues and risks, proposing mitigation actions at the earliest opportunity to the relevant person to ensure projects are delivered to time, cost and quality.
  • Review contractor delivery by leading valuation of medium value/medium risk contracts and attending progress meetings to actively influence contractors commercial behaviours, delivery, and activity.
  • Manage the assessment and valuation of contractor applications by processing payment certifications in accordance with company processes to ensure commercial activities in compliance with regulations.
  • Support and advise Project Managers on all commercial aspects of the project by providing pro-active guidance to ensure Project Managers can make informed decisions to deliver projects to time, cost, and quality.
  • Support with pre and post contract procurement activities as appropriate by evaluating tenders to provide a clear audit trial and governance to procurement activities.
  • Support the negotiation of prices under existing contracts/framework agreements (including the negotiation of target costs} and participate in quantitative risk assessment and value management workshops.
  • Accurately complete all required documentation and maintain records by adhering to the project change control procedures to ensure governance and an up-to-date audit trail.
Skills and Qualifications:
  • A degree in a relevant field such as quantity surveying, engineering or similar, or demonstrable experience of managing infrastructure or construction projects from a commercial perspective.
  • Demonstrable knowledge of multi-disciplinary projects, with experience of forecasting and managing a budget.
  • Experience working with construction forms of contract (NEC3/ 4 Suite of Contracts, JCT, ICC or NR forms etc.}, specifically Target Cost or cost reimbursable payment model contracts.
  • Good knowledge of relevant legislation and its impact upon the contract and commercial function.
  • Experience of writing and presenting reports, papers, and correspondence.
Desirable:
  • Professionally qualified in a relevant qualification (MRICS or other).
  • Experience of working within or an understanding of the rail industry.
  • Knowledge of estimating.
  • Welsh Language skills.
