Job Description

The Major Crime Investigation Team (MCIT) police staff investigator role PIP 2 involves conducting major criminal investigations as directed by Force tasking and the duty Senior Investigating Officers (SIO), to allow these investigations to be achieved inan efficient and effective manner, responding immediately upon request in the Force Area as directed and ensure a quality investigation.In particular to:

  • support Senior Investigating Officers (SIO) in major crime investigations conducted by the Major Crime Investigation Team (MCIT) by locating, reviewing, retaining, and recording all relevant intelligence which may be held on computer systems, by partneragencies, from covert sources or individuals,
  • gather evidence by carrying out investigative enquiries such as interviewing witnesses, suspects, members of the public. Reviewing CCTV, SPOC telephony work. Dealing with victims, suspects and offenders, and their families. Some of whom will be grief strickenand distraught,
  • oversee the gathering of evidence at murder scenes, post-mortems and searches of premises and vehicles as directed. This role does not have delegated powers as detailed below,
  • read and review evidence obtained by their colleagues, identify evidential loopholes and task others to complete outstanding work,
  • write and present in depth complex and complicated evidential files,
  • attend case conferences with the Crown Prosecution Service (CPS) and prosecuting counsel barristers,
  • give evidence at court and manage cases, dealing with victims families and the press at these events,
  • comply with legislative requirements, Force policy and unit working practices ensuring the rights and legitimate expectations of victims, suspects, witnesses, partner organisations and members of the public are observed, and the highest standards of integrityand citizen focus are demonstrated.
NOTEAgency MCIT Police Staff Investigators cannot be provided with designated police powers. This means that Agency Police Staff Investigators cannotundertake any of the following investigative tasks (designated powers required):
  • interviews of suspects in custody alone or with another agency staff member only,
  • issuing Special Warnings during a suspect interview,
  • seizure of property pursuant to section 19 PACE,
  • entry and search of premises and seizure of evidence following arrest pursuant to section 18 PACE,
  • apply for a warrant or to assist with the execution of a warrant pursuant to designated police powers,
  • searches of persons
  • any other investigative task which requires a police power,
  • Agency MCIT Police Staff Investigators can complete the following investigative tasks (designated powers not required)
  • act as the Officer in Charge of an investigation (OIC) and complete the prosecution file,
  • interview victims and witnesses and prepare witness statements,
  • house to house enquiries,
  • CCTV trawl/enquiries,
  • take possession of exhibits produced by a witness,
  • interview suspects on a voluntary attender basis,
  • interview suspects in custody as a second interviewer in company with a Police Officer or Police Staff Investigator who is a permanent staff member,
  • initiate a prosecution by causing a summons to be laid in a Magistrates Court pursuant to Section 1 of the Magistrates Court Act 1980
  • institute criminal proceedings pursuant to Section 29 of the Criminal Justice Act 2003 by producing a written charge and requisition,
  • other investigative tasks which do not require a police power.
In addition, there are functions intrinsic to this role. An employers duty of care and current legislation allows the Force to establish if a potential applicant could carry this out, either with or without reasonable adjustments. These functions are:
  • Manual Handling
  • Lone working
  • Driving long distances
  • Working with disturbing evidence of disturbing circumstances
To assist in ensuring applicants would be able to undertake this function of the role, a medical assessment via a questionnaire will be undertaken and may subsequently require a consultation with the Occupational Health Support Unit.Role-Specific Training and CPD to be undertaken

ESSENTIAL CAPABILITIES & EXPERIENCEFormal Qualifications required
  • PIP Level 2 Accreditation (PIP Level 2 Investigator, Supervisor or Manager) or equivalent qualifications, skills or experience as agreed by the Force PIP SPoC or Force PIP Lead on a case-by-case basis.
  • NOTE: PIP level 2 Accreditation - there is no requirement to hold a current registration (initial registration or re-registration within the past 3 years) as long as a PIP 2 accreditation has been achieved.
  • Digital Media Investigator (DMI) accredited
Essential experience and specialist skills and knowledge
  • A proven ability in investigation reflecting the standards required of PIP Level 2
  • A knowledge of (appropriate) relevant legislation.
  • A sound knowledge of investigation procedures.
  • A sound knowledge of HOLMES.
  • Skilled suspect and witness interviewer.
  • Demonstrably flexible approach to working hours and location in order to respond to the needs of major crime investigations.
  • Proven ability to deliver to tight timescales.
  • Proven team-working ability, whilst requiring the minimum of supervision
