Job Description

Venesky-Browns client, a public sector organisation in Glasgow, is currently looking to recruit a Health & Safety Officer for an initial 6 month contract on a rate of £175-£200/day (inside of IR35). Due to the current circumstances this role will be ahybrid model, with a balance between home working and site visitsResponsibilities:- Provide first line professional advice, guidance and support to directors, heads of service, managers, employees and other partners on all matters relating to health safety and well being.- To review procedures to accommodate new and existing legislation, codes of practice and guidance as directed.- Preparing health and safety policies and guidance for implementation within the organisation. Reporting progress and recommending change.- To represent the organisation at health and safety/ advisory committees or working groups with external bodies as directed.- To implement and monitor policy and plans, including accident and incident investigation reporting and analysis, and to promote improvements.- To assist the services and colleagues on the development of audit and risk management procedures appropriate to the range of activities and properties. To undertake safety audits, monitor the audit system and verify audit reports.- Advise service managers in the production of board reports with HR implications including health, safety and wellbeing related information.- Assist with reviewing the health and safety performance across the organisation- Assisting with the identification of training needs, preparation of health and safety training material and participate in or present training courses as directed.- Attend meetings as required, for example, to assess individual service requirements as a result of operational changes which may require an input from the health and safety section.- Liaise with Business Support ensuring service delivery is in line with agree standards / service requirements.- Contribute to monitoring, development and review of health and safety systems including involvement as appropriate in associated tendering processes.- Participate in service and Council working groups as required.- Support service managers to implement the Health and safety policy.- Represent the Principal HR & OD Adviser (Health Safety Absence) and the Senior Health and Safety Officer as and when appropriate.- Build effective working relationships as required with local authorities, appropriate agencies, organisations and other relevant groups at national and local level, attending meetings as required.- In conjunction with Senior Health and Safety Officer, research, identify and implement new working practices to improve the quality and efficiency of the health safety and well being across the services.- Formulating and implementing safe systems of work with council wide implications and supporting service safety management programmes, including risk assessment and safety planning.- Adhere to the Organisations commitment to health and safety, supporting attendance, equal opportunities and compliance with all relevant policies.Essential Skills:- Working towards Chartered membership of the Institution Of Occupational Safety and Health or equivalent professional body.- Relevant operational experience in a health and safety environment, ideally within a multi- disciplinary environment.- Preparation, participation in and delivery of health and safety training courses to IOSH or other accrediting body standards.- Provision of advice and guidance on health and safety matters to managers and employees of all levels.- Experience in investigation of accidents and recommending preventative measures.- Preparation and undertaking of health and safety audits and inspections.- Dealing with enquiries effectively.- A clear understanding of the current health and safety issues and legislation impacting on employers.- Computer literacy, including the use of power point.- Experience in developing policies and procedures within a large organisation.- Ability to use all methods of communication to engage, influence and gain support in order to achieve organisational aims.- Ability to work creatively with an imaginative and practical approach to problem solving- Actively taking in to account the needs of the service and striving to meet them.- Effective communicator.- Ability to keep calm under pressure.- Flexible approach.- Highly motivated and able to work on their own initiative.- An effective team member.- Ability to treat people with respect at all levels.- Commitment to continuous professional development.- Able to demonstrate good management competencies.- Possession of a full driving licence.- A certain amount of mobility will be required in carrying out the post, for example climbing ladders, walking over uneven ground, carrying training materials.- Flexibility to cover events out with normal hours and weekends.Desirable Skills:- Relevant degree.- Chartered membership of the Institution Of Occupational Safety and Health or equivalent professional body.- Previous public sector experience or experience within a large organisation.- Experience of construction health and safety issues- Experience of event safety management.- Knowledge of BS OHSAS 18001:2007.- Knowledge of the principles of customer care and best value.If you would like to hear more about this opportunity please get in touch.
