Job Description

The Senior Procurement Officer will support on the delivery of all strategic, corporate and operational activities associated with procurement and contract management function across the association. The Senior Procurement Officer will play a key role insupporting the Corporate Procurement and Payables Manager and members of the corporate management team to drive cultural and organisational change to achieve the overall business aims.Specifically the Senior Procurement Officer will:

  • Support the leadership and drive across the procurement and contract management function with a strong customer focus and in a cost-effective way. Ensure resident focused purchase to pay services support the delivery of 2020+ Vision.
  • Responsible for the delivery of all services within the procurement and contract management function, ensuring value for money is achieved and deliver services that meet the needs of our residents and communities.
  • Responsible for the resources deployed in meeting the accountabilities and responsibilities of the role, reviewing service delivery and internal, and where relevant, external customer satisfaction levels seeking constantly to improve and achieve highercustomer satisfaction.
  • Responsible for inspiring excellence and innovation in service delivery which embraces technology.
Accountabilities:
  • Provide corporate and innovative management to the procurement and contract management, function, developing a coaching culture, leading transformational change as well as continuous improvement.
  • Contribute to the development and implementation of policies and procedures which contribute to the 2020+ vision.
  • Support the development and delivery of the departmental plan within the directorate, in support of the corporate and strategic plan priorities to achieve the 2020+ Vision and the 30 Year Business Plan.
  • Support the Corporate Procurement and Payables Manager in line with governance arrangements.
  • This may include being involved in corporate projects, and task and finish groups. Responsible for reports presented to Corporate Managers team for the purchase to pay services.
  • Represent the association and build networks at national, regional and local levels across the sector and in other relevant forums, continually monitoring, planning and responding to the changing operating environment.
  • Contribute to the development of and ensure the adherence to corporate policies including financial regulations, risk management, health & Safety, confidentiality, data protections, contract management and codes of conduct.
  • Promote equality and diversity in all activities.
  • Support the Corporate Procurement and Payables Manager for the effective management, and control of the associations purchase to pay activities, ensuring all financial controls are in place and financial regulations and standing orders are complied with.
  • Assist the Corporate Procurement and Payables Manager in the development of the procurement and contract management framework, delivering robust and consistent governance frameworks across the business.
  • Support the procurement and payables team in delivering and maintaining a centralised purchase to pay system and the development and utilisation of automated solutions. To ensure organisation wide compliance and provide challenge on procurement and contractmanagement decisions.
  • To promote an organisation wide culture of providing value through effective procurement and contract management services, delivering efficient and robust tendering reporting and supplier spend analysis.
  • Assist the Corporate Procurement and Payables Manager in determining the appropriate levels for procurement, developing robust models, identifying the critical dependencies, ensuring that sufficient capacity is available and timescales are deliverable forall business critical activities.
  • Support the finance team on the production of the annual financial statements and ensure all statutory and legislative requirements are complied with.
  • Support the finance management team with the management of both the internal and external audits.
  • Provide a proactive source of advice and guidance to all staff on the pragmatic application of the associations policies as well as routes to market and option appraisals.
  • Responsible for ensuring that appropriate eProcurement systems, procedures, processes and business partnering are in place to support the devolved management structure.
  • Assist in the production of the annual procurement planning process and provide robust advice and guidance to corporate managers as and when required.
  • Responsible for ensuring that appropriate procurement and contract management facilities, monitoring and mitigation processes are in place to support the associations affairs.
  • Providing expert support to users of the eProcurement system, including problem solving and facilitating the expanded use across the association, including design and delivery of training and development.
  • Responsible for the continuous improvement and delivery of joined up services provided by the procurement and payables team.
  • Additional, reasonable duties as required.
Knowledge and Skills:
  • Full CIPS Membership or equivalent degree/ qualification.
  • Minimum 3 years experience at senior level within a strategic procurement function.
  • Procurement Project Management skills including extensive stakeholder and supplier relationship management experience.
  • Extensive experience of supplier competition processes, outsourcing, frameworks and tendering.
  • Working experience of the EU Procurement Regulations and proficient in key OJEU procurement procedures.
  • Experience in drafting and managing high level contracts.
  • Extensive problem solving and analytical skills.
  • Proven experience of delivering complex procurement projects involving stakeholders from across a diverse business.
  • Experience of working across a wide range of spend categories.
