Job Description

Job Title: Procurement AdministratorLocation: Keele, Newcastle-under-Lyme ST5Salary: £20,630 per annumHours: 36.25 hours per week (Monday- Friday, 8.45am - 5.00pm)Length of the contract: 3 Months, Temp to PermGrafton Recruitment are now seeking to appoint a Procurement Administrator to our Public Sector client based in Keele, Newcastle. The Procurement Administrator will act as the primary contact for general procurement enquiries and will provide informationand guide stakeholders in the sourcing of goods and service in accordance with standard procedures. You will place and receipt orders via the e-Marketplace with the most appropriate suppliers and will manage the invoice task box to enable invoices to be processedin an efficient and effective manner. You will provide information to the Category Managers to assist with tendering exercises and to help formulate Category Management plans.Duties of the Procurement Administrator

  • Monitor and process purchase requisitions received through the e-Marketplace and evaluate accordingly, ensuring the details such as description, delivery and financial details are correct and that the requests are processed in a timely manner and to themost appropriate source of supply.
  • Work closely with the Category Managers, to assist with data gathering and conducting straightforward analysis.
  • Consolidate supply arrangements through effective use of the e-Marketplace functionality.
  • Fully utilise catalogue and direct access to supplier webpage functionality to increase efficiencies, reducing invoicing queries.
  • Comply with the University Financial Regulations and Procurement Procedures and Processes.
  • Act as the first point of contact for procurement related queries, providing standard information and guidance to staff members as appropriate.
  • Consider sustainability (Environmental, Social and Economic) impacts of goods and services procured including the frequency of standard commodity orders placed and deliveries requested, consolidating as appropriate, seeking advice and support from the ProcurementCoordinator as necessary.
  • Utilise approved suppliers and frameworks and encourage the use of these agreements amongst internal stakeholders.
  • Raise purchase orders in a timely manner and in any event prior to the invoice being received, ensuring that the details on the purchase order are correct and specific enough for the supplier to meet the requirements.
  • Receipt/return goods and services on the e-Marketplace system in a timely manner, ensuring that the goods or service have been received satisfactorily beforehand.
  • Access invoice task boxes within the e-Marketplace on a regular basis to ensure invoices can be processed and paid within the correct terms.
  • Run regular commitment reports from the system to assist with budgetary planning.
  • Complete new supplier requests, ensuring the details are accurate and any relevant checks have been carried out to meet HMRC requirements.
  • Place orders and reconcile statements in a timely manner, ensuring compliance with Procurement Card Procedures.
  • Ensure all expenditure is coded correctly, ensuring financial information is accurate.
Experience Required
  • 4 GSCEs including Maths and English Grade C or above or equivalent qualifications or experience.
  • IT qualification, for example ECDL, CLAIT.
  • Relevant, recent experience in a procurement or finance related environment/role.
  • Experience of liaising with suppliers/external stakeholders.
  • Experience of data collection and straightforward analysis.
  • Knowledge of EU and UK Procurement legislation.
  • Experience of working in the Higher Education sector.
  • Use of procurement/finance systems.
  • Experience of sustainable procurement across a range of products.
  • Working knowledge of procurement processes including but not limited to Public Sector.
  • Use of Parabilis (electronic purchase ordering) or similar.
  • Good IT skills including the use of MS Office.
  • A good standard of written and oral communication skills and the ability to communicate effectively to a range of audiences both within the University and externally.
  • Good personal organisation and interpersonal skills.
