Were seeking a future team member for the role of Specialist, HR Policy & Governance to join our Human Resources team. This role can be located in Manchester or London office and is hybrid. Job Purpose: This role sits within the HR function and supports the regulatory requirements of the Senior Manager and Certification Regime, (SM&CR) applicable to the United Kingdom banking sector. The SM&CR is designed to reduce financial service consumer harm and strengthenmarket integrity by making individuals accountable for their conduct and competence. Working with other functions such as Compliance and Legal, this role will lead the HR contribution to ensuring BNY Mellon can continue to meet obligations under the SM&CR with respect to compliance, processes and practices and regulatory reporting. Job Profile: The HR Policy and Governance specialist role is an integral part of the HR Governance and Internal Controls team within EMEA. It will be responsible for managing the day-to-day delivery for specific HR responsibilities under the SM&CR for a number of UK legalentities captured by the regime. It alsos support the regulatory requirements for the Central European Bank (CEB), covering the countries within the SANV legal entities in addition to the Pre-Approval Controlled functions (PCFs) and Senior Executive AccountabilityRegime (SEAR) of the Central Bank of Ireland (CBI). Role Responsibilities: Management of the SM&CR End to End linked HR processes, collaborating with key stakeholders in Compliance, Legal and HR as required.

  • Policy reviews and updates linked to regulatory or legal changes as agreed with
Compliance and Legal.
  • Oversight and management of the annual review process under Fitness and Propriety for FCA/PRA/CEB/CBI as agreed with the specific legal entity.
Management and oversight of the HR related areas/feeds to the Governance database system in Traillight or Ruleguard. Responsible for the management and day-to-day maintenance of the EMEA HR Directors Control schedule (London Branch & BMIL), ensuring regular quality reviews are carried out with delegated COE stakeholders. Attend the periodic SM&CR meetings as required to keep abreast of emerging requirements and impact on the HR deliverables, ensuring that all follow up actions are managed to a timely completion. Take an active role in supporting regional or global projects as may be delegated by the HR Governance functional manager. Support the HR Governance teams deliverables as agreed on an annual basis in relation to audits, projects and regional testing of controls as part of the EMEA Governance internal controls calendar. Working with EMEA Chief Controls Office BNY Mellon, and Investment Management entities to review, update, communicate and maintain the HR processes linked to the SM&CR End to End process. HR Team support - Providing continual support to the wider HR Team in their day to day interactions with regulatory processes; regulatory references, senior manager handovers, contracts, and succession benches.
  • Manage the Annual SM&CR fitness and propriety requirements for job descriptions and background screening renewal, liaising with key stakeholders in all legal entities as required to meet agreed schedule deadlines.
  • Build relationship with the EMEA HR team to be the point of contact for SM&CR HR related queries.
  • Provide regular status updates to the relevant HR management on the day-to-day activities and projects being undertaken by the role.
Requirements: The ideal candidate will be of Degree level education or equivalent by experience and be able to demonstrate the following:
  • Computer literate (Excel, Word, Visio & project management).
  • Knowledge and understanding of HR or Business Processes.
  • Integrity and judgement with regards to escalation of regulatory related breaches
  • A high level of attention to detail is required with a risk oriented focus.
  • Flexibility to react to a changing environment and promote forward thinking.
