Job Description

Director of Economic Regulation Manchester, Nottingham, and/or London Competitive Salary plus benefits The DCC has developed and launched a digital foundation for the GB energy industry, providing the infrastructure that will digitise domestic energy consumption and improve costs behaviours, initially changing behaviours to reduce energy demand and cost to theconsumer. Through this infrastructure, information regarding each consumer’s consumptions behaviours and costs are now available to new categories of devices, applications, and services both within the home and beyond. Through the re-use of the DCC network and the developmentof new capabilities such as switching, load control and half hourly settlement, the DCC will have a key role to play in supporting the transition of the energy system and the delivery of Government’s Net Zero agenda. Over time there is also the potential to reuse the network and the data it generates (with consumer position) to benefit other sectors, for example in home health services, and to introduce new data requirements and connect different devices that would benefitfrom the DCC’s high security standards (e.g. smart water meters). This is an exciting opportunity to shape and help implement the agenda of the most senior levels of the business which will require proactivity, resilience, and agility of mind. This role isheavily focussed on the economic regulatory framework of DCC how it will be shaped post 2026 (when the current DCC Licence expires). What will you be doing To lead on the delivery of DCC’s annual ex-post price control-DCC is operating in a heavily regulated environment (currently based on annual ex-post price control submissions) and the Director of Economic Regulation will lead on developing and submitting DCC’sannual price controls.-The Director of Economic Regulation will oversee the end-to-end process, with the objective of meeting DCC objectives and investors’ expectations.-This will include taking the lead to developing a new approach to consider the increaseddegree of scrutiny from the Regulator in reviewing and assessing DCC’s level of cost (and our approach to engaging with our customers). To take the lead on developing DCC’s future economic regulatory framework – including a new price control regulatory model (post 2026)The current Licence period is due to finish in September 2025 (or later in case of a 1 or 2-year extension) and the Directorof Economic Regulation will take the lead on developing and implementing the new regulatory framework post 2025 (including the new price control).-This will involve working very closely with other areas in DCC (and the Regulator) to ensure a smooth transition. To lead on the regulatory design of DCC’s performance incentives schemes -The Director of Economic Regulation will lead on the development of DCC’s new performance incentives, working very closely with other ExCo members (incl. the Chief Operating Officer andthe CFO) to ensure these schemes are aligned to DCC’s corporate objectives and deliver on investors’ return expectations. -Working very closely with the Director of Regulatory Design in the S&R team and both the COO and CFO in the ExCo team, the Director ofEconomic Regulation will take the lead on improving the existing performance incentive schemes (to ensure they are aligned to DCC’s operational and financial corporate objectives). -The Director of Economic Regulation will take the lead on engaging proactivelywith the business to ensure DCC’s performance incentive schemes are based on robust regulatory design principles, and clearly understood across the business. To provide expert advice on the existing (and future) economic regulatory framework to ensure that the business fully understands the economic regulatory requirements within a regulated monopoly. To oversee and develop our economic regulatory engagement with key regulators (Ofgem but also BEIS and other key stakeholders) and to lead on the preparation of high-quality papers, external submissions, and formal letter. What are we looking for The successful candidate will have long experience in providing strategic advice to senior level of decision-makers in business (or Government). They will have excellent communication skills and senior stakeholder management expertise (including at Board level) allowing them to tailor communications to explain complex issues concisely and clearly. The successful candidate will be able to provide substance and thought leadership for the development of new regulatory regimes / regulatory changes and the ability to advise on how best to achieve the organizations objectives whilst operating within the regulatoryframework. The successful candidate will have demonstrable experience of authoring high-quality documentation for clients in the energy industry, regulated industries or central government. They will be experienced at working in a complex and heavily regulated environment with multiple stakeholders, and in collaborating with multi-functional teams.
