Job Description

Government Committee require a Web / Portal Architect to improve the findability and accessibility of housing and planning data through the development of a trusted portal. The discovery and alpha roadmap will provide user research, review existing services/portals to inform the digital solution and outline possible strategies/plans for solution implementation. You will analyse existing government portal services and other UK portals that include housing and planning data, establish user needs, investigate data sharing, identify opportunities that will support our digital roadmap, identify possible delivery partners that would be able to own and manage the portal and service long term and provide a cost analysis.Responsibilities:

Identify the approach and methodology to project planning and delivery; how the approach/solution meets goals and user needs, how these will be reflected in the outcomes and outputs delivered

Knowledge and understanding of existing and potential Geospatial in-house and outsourced capabilities and demonstrate how these capabilities will be considered for final options and recommendations

Relevant knowledge of the proposed team and understanding of housing and planning sector and housing data

Detailed resource plan and estimated time frames for the work - demonstrating how supplier and external resource will be used and at what stage

Demonstrate how the requirements will be integrated into the project and provide an outline of outputs to be delivered

Demonstrate how risks and dependencies will be identified and what approaches will be used to manage them

Demonstrate experience in designing and developing end to end solutions (including front and back end) through a range of previous work for customers on similar scales

Key skills:

Experience of leading Discovery and Alpha phases within the public sector

3+ years experience conducting user experience research

3+ years experience establishing and validating user needs for digital services in a central or local government context

3+ years experience managing complex projects and excellent project management skills

In-depth understanding of user-centered research, design principles, methods and tools

Experience of identifying users of digital services in the public domain and securing their participation in user research

Experience of effective engagement with current and potential users, including assisted digital users

Experience of delivering user journey mapping and/or service blueprinting

Have excellent analytical, problem solving, written and verbal communication skills

Proven experience of organising, managing, executing and analysing usability test sessions

Evidence of working of developing standard interfaces and data exchange portals

Proven ability to support a flexible way of working, making late changes to plans and re-formulating to maintain project progress against timelines

Knowledge of housing and planning sector and housing data

Knowledge and experience of delivering digital services to the Government Digital Service (GDS) service standard and design principles

Have experience of transferring knowledge to internal staff
