Job Description

Team OverviewOfcom is the independent regulator and competition authority for the UK communications industries. We regulate the TV, radio, fixed-line telecoms, mobile telecoms and postal sectors, plus the radio spectrum over which wireless devices operate.We are looking for a talented individual to join the Spectrum Management and Authorisation team within Ofcoms Spectrum Group. The Spectrum Group is responsible for ensuring the radio spectrum is used in the most effective way possible, and the Spectrum Managementand Authorisation team plays an important role by:

  • Representing the UK (developing papers, carrying out technical analysis and preparing relevant briefing) in international groups such as ITU working groups, CEPT project teams, and ETSI as appropriate.
  • Providing specialist expertise on use of the radio spectrum by a range of applications, including mobile, fixed wireless, aeronautical, drones, maritime, rail, broadcasting and special events, space, science and amateurs.
  • Leading on, and participating in, a wide range of policy projects to improve the efficiency and optimal use of the spectrum;
  • Engaging with spectrum users to understand their changing needs; and
  • Representing the UK at international bodies dealing with spectrum, including the International Telecommunications Union.
Purpose of the RoleWe are looking for an individual with strong technical skills to join the Spectrum Management and Authorisation team within Ofcoms Spectrum Group. In this role, you will be responsible for:
  • Carrying out technical analysis to form the basis to our policies
  • Developing and implementing authorisation policies
  • Representing the UK at international bodies dealing with spectrum management and standardisation, contributing to setting international rules, and
  • Engaging with a wide range of stakeholders to understand changing spectrum uses and evolving technologies
Key responsibilities
  • Leading on, and participating in, a wide range of technical and policy projects that aim to promote optimal use of the radio spectrum
  • Providing technical advice to colleagues and senior managers
  • Developing appropriate technical criteria, models and procedures in support of our technical policy / licence products.
  • Drafting sections of documents to publicly consult on our policies
Skills, Knowledge and experienceEssential
  • Strong technical background and experience in the wireless telecommunications field
  • Analytical and radio spectrum engineering skills, including the ability to model/simulate radio communications systems
  • Ability to plan and lead work, delivering it to time, cost and quality expectations
  • Willingness to learn new areas and sectors
  • Ability to communicate arguments concisely and persuasively, orally and in writing, to a variety of audiences
  • Experience of drafting and editing professional documents
  • The ability to work within a team and to build effective working relationships
Desirable
  • Knowledge of national or international radio regulations,
  • Experience of policy development in a regulatory or business strategy environment,
  • Previous experience working in one of the sectors we regulate
Qualifications
  • Likely to have a degree in engineering or science, or equivalent professional experience
