About the role:An exciting opportunity has arisen for a Technical Lead in Data Strategy and Services providing support to the Transforming Data Collection and Data Acquisition service. Transforming Data Collection is a programme responsible for embedding a user-centred designapproach, testing and proposing improvements to the way we collect data. Data Acquisition provides business as usual services and support to the rest of the FCA to buy, share or collect data from firms whether on a regular or ad hoc basis.What does this job involveThe key responsibilities of the role holder include:* Leading work to define and implement new data collection solutions in collaboration with delivery partners across Data, Technology & Innovation Division and business areas of the FCA.* Create new TDC technical capabilities by embedding changes to ways of working and creating high levels of awareness about the changes.* Working closely with technology partners to ensure what is being built meets data collection and data quality best practice while reducing the burden on firms * Provide development quality assurance throughout development of solution prototypes under the TDC programme* Developing strong relationships with key partners across the FCA to embed technology changes and ensure business outcomes are achieved* Working closely with Data Acquisition Unit and Data Front Door to identify, define and support data collection service and process improvements. * Establishing strong relationships across all levels of the organisation to ensure the success of changes to the current collections process * Proactive sharing of knowledge and experience with colleagues, providing mentoring and coaching to others.* Leader in the Data Strategy and Services department responsible for driving the continued implementation of the FCAs Data Strategy and ensuring alignment of any collection changes with other teams working in across Data, Technology & Innovation to supportthe firm journeyMinimum, Essential & Desirable skillsWere a signatory to the Governments Disability Confident scheme. Exceptions may apply if due to the volume of applications we are not able to interview all eligible candidates who qualify under the schemeMinimum* Significant experience of delivering technology & data solutions with a focus on financial analytics/regulatory reporting * Significant experience in leading cross-functional teams to deliver business data outcomes through technology solutions in collaboration with partners in Architecture, Infrastructure and Engineering/Product functions.Essential* Experience of working in cross-functional product delivery teams in an Agile manner.* Solid understanding of SDLC best practice, principles and approaches that lead to successful technology implementation* Experience of setting up and managing data pipelines from ingestion through to analytics* Excellent understanding of data management activities (data collection, data processing & storage, data quality measurement, data modelling) that support the entire data lifecycle.* Ability to think strategically, contributing to both team-level as well as departmental-wide priorities.* Ability to produce concise and persuasive written outputs and verbally convey any issues in an easy-to-understand manner to senior stakeholders.* Excellent stakeholder management skills, with demonstrable experience of influencing business and IT stakeholders.* Able to converse in both technical and business language.* Proven ability to be a self-starter.* Experience delivering data science & analytics with Python and/or R.* Experience developing data visualisations using Tableau and or PowerBI* Good working knowledge of AWS, Azure or Google Cloud infrastructure and services* Experience working with Git and the command line.Desirable* Experience working with Financial Services Regulatory Reporting from an Industry or Regulator perspective* Experience of working with the different products groups within Technology to deploy new tooling and improve functionality of existing systems.* Full-stack framework experience - Java, JavaScript, SQL, C#, MVC principles* A BSc or higher degree in Computer Science, Mathematics, Engineering* Industry-recognised Agile certification or equivalent experience* Familiarity with JIRA, Figma and UX/UI tools* People management experience, with the ability to motivate and inspire as well as manage performance in hierarchy and matrix structure.What will I get from the role* Play a pivotal role in improving how the FCA collects data from firms * You will have the opportunity to work with and influence a wide range of internal and external stakeholders* You will be part of the leadership team that will drive the organisation towards becoming a more data-enabled organisationIf you are someone who is seeking that next challenge, and you have the experience and skills required, then please send me your CV. /
