We are currently seeking an experienced and driven Procurement and Contracts Manager to join us on a permanent basis.   • Oversee procurement operations, delivering cost-effective, high-quality services for local people and advancing the councils priorities through corporate procurement.
  • Champion value for money and continuous improvement, driving the councils market testing and e-procurement programs.
  • Utilise your deep understanding of the Local Government Resourcing Partnership (LGRP) framework to ensure compliance with legislative requirements and promote best practices and efficiency through collaborative procurement and shared services.
  • Provide valuable support and advice to the Assistant Director, Director, and Senior Leadership Team (SLT).
  • Assist in supporting Members responsible for scrutinizing performance and procurement, as required by the Director.
  • Lead corporate procurement initiatives, offering effective support and guidance across departments for all procurement and purchasing aspects, including the market testing program, e-procurement, procurement strategy and review, corporate contract processes,and procurement training.
  • Ensure that the Councils procurement of goods, works, and services drives continuous improvement in terms of value for money, quality outcomes, and adherence to best practices and legislative requirements.
  • Develop and implement procedures and practices that align with the Councils policy objectives, including efficiency requirements.
Responsibilities:
  • Lead corporate procurement efforts and provide high-level advice to the Assistant Director, SLT, and elected members as needed.
  • Review the councils procurement strategy, establish a suitable policy framework and procurement business plan to enhance systems, practices, and value for money.
  • Manage and prioritize a complex workload efficiently.
  • Develop and coordinate procurement strategy across the organization, including implementing the procurement business plan, market testing program, corporate contracts, and e-procurement.
  • Collaborate with departments to ensure a unified approach to procurement throughout the council.
  • Ensure the delivery of procurement efficiencies identified in the Medium-Term Financial Strategy (MTFS), encompassing market testing, e-procurement, agency staff management, and other corporate contracts. Identify and propose further efficiency measures.
  • Research, analyse, and manage the Councils overall procurement expenditure and supply markets, identifying opportunities for coordinated and collaborative procurement both internally and with other purchasers. Implement strategies that yield tangible benefitsin terms of cost and quality outcomes.
  • Liaise with the London Centre for Excellence, the West London Alliance, and other relevant bodies to implement best practices and foster collaborative procurement with local authorities and public sector entities.
  • Maintain the Councils Contract Code, Procurement Strategy, and Business Plan to ensure compliance with legal requirements and best practices.
  • Provide advice and support for contract preparation and attend Tender Appraisal Panels when required. Advise on procurement options for Service Reviews, as needed.
  • Attend Member meetings, Scrutiny Panels, and SLT sessions as necessary. Make policy recommendations related to procurement.
  • Prepare comprehensive reports, briefing notes, external correspondence, publicity materials, and publications as required.
  • Engage with external agencies and stakeholders (e.g., local authorities, government departments, suppliers, trade unions) on procurement matters.
  • Organize and participate in training and briefing sessions for elected Members, managers, and staff. Contribute to the development of a corporate procurement skills training program.
Management Duties:
  • Manage the teams work and allocate tasks to align with priorities and objectives. Ensure effective budget management within the unit.
  • Conduct staff training, performance appraisals, and personal development activities as required. Meet council targets for reducing sickness absence.
  • Oversee recruitment, selection, and induction training as necessary.
  • Act as a deputy for the Assistant Director of Procurement and Commercial as needed.
