Job Description

Principle Procurement Corporate Services and Governance ManagerA permanent Procurement Manager position has arisen in the Procurement and Vendor team at NHS PS and we keen to speak with candidates who are steeped in Public Sector procurement and fully understand PCR 2015 and OJEU.   • A senior experienced Procurement Manager with a clear and concise understanding of procurement rules within the public sector, focusing on technology services and HR agreements,
  • Drive compliance with PCR 2015 through the tender process and by supporting and guiding the wider team,
  • To utilise procurement systems and methodologies to support the delivery of procurement processes,
  • Undertake research and gain insights to develop innovations that support the delivery of cost improvements and benefits to customers,
  • Develop good working relationships with stakeholders and suppliers, quickly building rapport and seeking support from category leads, external managers as required
  • Drive compliance of PCR 2015 and ensure process and policies are in place and adhered to by all teams and stakeholders,
  • Develops and implements strategies for procuring Corporate Services (travel, marketing & communications, technology services, human resources, energy & environment and special projects) and maintaining service levels; and,
  • Develop manage and document strategic vendor relationships specifically in fleet and travel.
    • Key Responsibilities
  • Lead the team to achieve the company objectives and build a strong and recognised procurement category for corporate services
  • Prepare and lead Public Contract Regulations 2015 ("PCR 2015") compliant tenders on behalf of NHS PS and drive compliance
  • Be a central lead for all procurement with the HR, Technology services and Finance Directorates
  • Maintain a 3 year plan for corporate services and ensure procurement are completed on time and are compliant
  • Prepare contract documents and analyse complex returns for high value
  • Deliver compliance through NHS PS reducing the unbundling and waivers across all directorates
  • Support the category activities and add to the knowledge sharing, product developments, best practice delivery and innovation
  • Support identification and delivery of saving initiatives across areas of category responsibility
  • Support benefits realisation processes and governance, identify and measure benefits
  • Support the development of business cases by the provision and management of procurement statistics
  • Negotiate contractual and commercial issues; communicate statutory financial and procurement regulations to non-supplies
  • Work closely with the Audit and Governance team and support on audits
    • Key Duties for the team
  • Prepare and lead Public Contract Regulations 2015 ("PCR 2015") compliant tenders
  • Implement a fleet management system and manage the contract ensuring VFM and compliance
  • Manage the travel system and car park contract including analysis data and usage
  • Manage waivers, identify misuse/unbundling and share data with other procurement leads to drive up compliance
  • Ensure Procurement policies and processes are updated and implemented
  • Prepare contract documents and analyse complex returns for high value contracts for the corporate service teams, including TS, HR and finance
  • Maintain the Contract register and the Proactis system
  • Administer contract management and procurement best practice principles to deliver performance management initiatives
  • Check manage and record suppliers accreditations and compliance with items such as safe contractor and complete 3rd party audits
  • Support the category activities and add to the knowledge sharing, product developments, best practice delivery and innovation
  • Reviewing spend and data such as GPC spend to identify core items that can be purchased centrally
  • Spend analysis reporting, savings reporting and other category specifics reporting for cross-functions circulation and use
    • Communication
  • Provide relevant and timely specialist advice and guidance on functional and procurement matters
  • Responsible for preparation of correspondence and complex papers, as directed by Head of Procurement and Vendor Management
