Job Description

We do this at scale - in 2022 our Annual Bank Investment was €13.1bn, we worked in 35 markets,we played a leading role in support of Ukraine with €3bn invested since the start of the war. The Bank is guided by its Strategic and Capital Framework which, in addition to our transition (development) mandate, puts green, gender and inclusion and digitaltransformation at the heart of its work. The Bank is Paris aligned and 50% of investments are in the green space. This is made possible in part due to our close cooperation with a range of bilateral, multilateral and EU donors. This post sits within a wider Donor Partnerships division. This division is the central team in the Bank in charge of maintaining strategic relations with the Banks donors. This postholder is a senior member of the Bilateral Partnerships team, within DonorPartnerships. This exciting position is at the heart of the Banks donor engagement work - leading a portfolio of multi-donor funds and driving forward donor engagement with government donors. This post provides an opportunity to work on grant and blendedfinance donor tools across a range of sectors and counties. The postholder will be responsible for some key bilateral relationships, including expanding the portfolio of Arab donors. The postholder will have oversight of a range of multi-donor funds and will lead work to modernise and expand these to become the mainvehicles for donor funds. This is will be an exciting time for this work as the Bank is expanding membership in the Middle East and North Africa and into Sub-Saharan Africa. The postholder will have the opportunity to work with a broad range of donors fromthe North American, European and East Asian Donors and will also support new and country of operation donors become part of the Banks family of donors. This role is a mix of representation, fundraising and fund management. Strong leadership, management and communication skills are central to success. The postholder will develop a strong network across the Bank and will actively collaborate to create closerworking and cross organisational success. Accountabilities & ResponsibilitiesExpand, Standardise and Modernise a Portfolio of Multi-Donor Funds.

  • Accountable for high quality delivery of multi-donor funds (MDAs) managed by the Bilateral Partnerships and SSF team, including but not limited to the SEMED Fund, West Bank & Gaza Funds (two), Action for Equality and Gender Fund, Ukraine Multi-Donor Fund,Small Business Impact Fund, Sustainable Infrastructure Fund, and SME Local Currency Fund.
  • Mobilise new funding from existing and new donor partners (in Capitals and in the Banks Countries of Operations), through clear stakeholder planning, compelling marketing and a track record of high quality delivery. This includes the organisation of annualfund events, often hosted overseas.
  • Lead work to standardise, modernize and improve the effectiveness of the funds, their reporting and donor engagement. Develop new multi-donor funds or funding vehicles, as needed.
  • Support the expansion of EBRD to Africa and Iraq through increased donor funds in relevant sectors and markets, integrating such support with current multi-donor fund raising modalities.
  • Accountable for high quality donor reporting, prudent financial management of funds, and impactful donor engagement.
Lead Wider and More Productive Donors Relationships.
  • Build and manage relationships with a portfolio of bilateral donors, which could include countries like Ireland and Australia and, over time, others. Likely to include travel to cultivate relationships, both to donor Capitals and the Banks Countries ofOperations.
  • Lead relationships with Arab donors, including operationalising an agreement with OPEC, developing the partnership with the Arab Fund and building relations with UAE and Iraq.
  • Accountable for high quality donor reporting, prudent financial management of funds, and impactful donor engagement.
Leadership and Management
  • Line manager for two analysts.
  • Senior role within the bilateral team with wider responsibility across the team and opportunities to deputise.
  • Active representative of donor partnerships across EBRD.
  • Contribute to cross-Donor Partnerships and corporate asks on donor related matters.
Knowledge, Skills, Experience & QualificationsKnowledge
  • Strong understanding of the economic, political and environmental challenges in the global international development field, donor landscape and development finance architecture.
  • Strong understanding of concessional funding and its application in an International Financial Institution context.
  • Good understanding of the type of activities in which the EBRD engages, in particular understanding of banking, financial products and the design and management of innovative financial instruments.
  • Knowledge of, or experience in, the EBRD countries of operations is an advantage.
  • Knowledge of, or experience, in working in the Middle East or North Africa, and with Arab donors is an advantage.
  • Experience of working on issues pertaining to the Banks key priorities in the areas of climate change, gender and economic-inclusion, economic governance or digital transformation appreciated.
Skills
  • Excellent line manager and a committed and enthusiastic team player.
  • Excellent networking, partnering and diplomatic skills and ability to influence others using data or analysis to support line of reasoning.
  • Strong negotiation skills.
  • Strong organisational skills and ability to work on own initiative.
  • Strategic thinking and ability to articulate broader visions as well as tactical solutions to complex problems.
  • Excellent project management skills, a qualification such as Prince II or PMP would be an advantage.
  • Strong numerical and analytical skills.
  • Fluency in English, both written and verbal. Knowledge of Arabic or French an advantage.
  • Ability to travel several times a year.
  • Computer literate: Windows XP: Microsoft Outlook, Word, Excel, PowerPoint. Ability to use SAP (or similar financial system).
