Job Description

Please Note:This role will close at 00.01 on 11th November, we advise that you submit your application by midnight of 10th November.Ofcom is the regulator for the communications services that we use and rely on each day.We make sure people get the best from their broadband, home phone and mobile services, as well as keeping an eye on TV and radio.We also oversee the universal postal service, look after the airwaves used by wireless devices, and also help to make sure people dont get scammed and are protected from bad practices.We have recently taken on the regulation of video-sharing platforms, and we are preparing for a role in protecting people from online harms. We explain Ofcoms work to the outside world. We look after media, social media, digital and internal communications, including our website and consumer campaigns.Purpose of the RoleWe are looking for a measurement and evaluation executive to support Ofcoms Communications team. This is a fixed-term (maternity cover) contract, and the role is flexible with hybrid working and good benefits.Working closely with our Insights and Evaluation Manager, you will use an internal framework that rigorously measures and evaluates the impact and effectiveness of how we communicate Ofcoms work to consumers. You will provide the evidence to make sure Ofcomscommunications and digital channels reach as many people as possible, and that our campaigns and external relations achieve their aims.Using a range of data and tools, you will provide strategic insights that help us develop and improve our communications. Youll be finding ways to understand our website users, social media and wider audiences, and to analyse their behaviour.Ultimately, you will play a key role in helping people and businesses stay informed about the fast-moving communications sector we oversee.Key responsibilities

  • Help to provide regular reporting to colleagues in Communications - who are responsible for media relations, social media, internal communications, events and Ofcoms website - to set measurable objectives for our work. This helps to ensure we are usingthe best channels, reaching people effectively.
  • Maintain and develop existing evaluation processes and procedures within the Communications team, working closely with another experienced Insights and Evaluation colleague.
  • Help to develop reporting processes, procedures and platforms. Gather data and provide timely insights through a range of tools such as social and website analytics, media monitoring and social listening.
  • Help to champion a positive and constructive culture of insight and evaluation, which encourages improvement based on data-driven evidence.
  • Collaborate across other areas of Ofcom, such as market research, to ensure our insights and evaluation are consistent with Ofcoms wider work.
Skills, Knowledge and experienceEssential skills
  • Strong analytical skills, with the ability to interpret data and draw evidence-based conclusions.
  • Ability to identify underlying issues by looking at data, and make recommendations.
  • Good planning and organisational skills.
  • Excellent written and oral communication skills.
  • A thorough approach to your work, with close attention to detail.
  • Good ICT skills, the ability to learn new platforms and a willingness to develop and explore new technological opportunities.
Desirable experience
  • Experience of applying audience insights to the activity of a business or organisation.
  • Experience of using data to optimise an approach.
  • Experience of using the Google Analytics suite (Universal Google Analytics, Google Tag Manager, Google Search Console etc.) would be ideal.
  • Awareness of social listening techniques, and how to draw insights from the results.
  • Understanding of qualitative and quantitative research (such as drawing insight from results).
