Job Description

The Government of Montserrat is seeking applications from suitably qualified persons for the post of Human Resources (HR) Specialist, within the Office of the Deputy Governor, Human Resources Management Unit.HR SpecialistThe HR Specialist is ultimatelyexpected to contribute to the improved performance of the Public Service in Montserrat that is characterised by the effective translation of Government mandates, strategies and plans into outputs delivering effective services and development outcomes resultingin high public confidence and satisfaction in the public service and Government.The details are outlined as follows:Duties and Accountabilities:The HR Specialist will be responsible for: Explaining human resources policies, procedures, laws, and standardsto new and existing employees Addressing any employment relations issues, such as work complaints and harassment allegations Overseeing hiring process, which includes coordinating job posts, reviewing resumes, and performing reference checks Develop a recruitmentand retention strategy Supporting the establishment of a Human Resource taskforce of change champions to implement the system wide reforms; Review the existing recruitment policies and practices (including the Public Service Act) and propose improvement toa recruitment policy demonstrating best practice, and making alternative recommendations as applicable; Provide expert advice on identifying talent within the public service using the performance management system; Develop strategies to attract and maintain/retaina highly competent workforce Develop a Human Resources framework and systems for the public service to include the creation of guide and tools on the frame Develop, design and deliver training and mentoring programme for the public serviceSelection Criteria:Academic,Technical and Professional qualifications & ExperienceAcademic, Technical & Professional Advanced Degree (Masters Degree, MBA or equivalent) in Human Resources, Management is mandatory. A Bachelors Degree in law from a certified institute with specializationin administrative law would be desirable. Public Administration, CIPD, SHRM, ICPS, or PAI professional Certification or other relevant subjects from a recognised and reputable institution will be an asset.Experience Minimum of 10 years experience in HumanResources in a management and/or advisory capacity Working with senior management teams. Advanced competencies in establishing HR systems, HR Policies, HR recruitment strategies and guiding principles, Development and workforce planning, writing job descriptionsand contract management, Preparing framework programmes and policies. Proven experience of public service monitoring and evaluation experience. Extensive experience in the conduct of organisational/personnel assessments, capacity needs. Assessments, trainingactivities and capacity building, preferably in the public sector. Proven experience in providing advice to senior-level government stakeholders.
