Job Description

Job Summary The role of Head, Group Capital and Leverage Regulatory Reporting leads the BAU capital reporting team that delivers the Capital (numerator), Leverage and Internal Ratings Based (IRB) Risk-Weighted Asset (RWA) reporting and disclosure for the consolidation in the UK. The role sits alongside the role of Head, Group Capitaland Large Exposures Regulatory Reporting, which covers the rest of the solvency reporting. Responsibilities

  • The Group Capital Regulatory Reporting team is responsible for the control and delivery of the Groups key prudential supervisory reporting and disclosure for Capital, Large Exposures and Leverage, including: COREP and Pillar 3. The team is based in Londonand supported by teams in India, Poland and Singapore. The team also plays a key support and liaison role for country regulatory reporting/balance sheet management teams, global functions (such as Risk, Compliance and Treasury), Investor Relations and is akey contact for the Bank of England. The team also acts as a centre of subject matter for the business, change functions and Financial Planning and Analytics, advising senior management and supporting external stakeholders including the PRA.
  • The Group Capital Regulatory Reporting (GCRR) team has responsibility for reporting/disclosure requirements including COREP own funds, leverage, large exposures and Pillar 3. This is delivered by a team of ~12 in the UK and ~100 located in Global BusinessService centres, mainly in Chennai and Bangalore. The team work closely with the Group Financial Reporting team and are key stakeholders in the quarterly disclosure process. The GCRR team designs and operates the control framework, identify and raise changerequests for Finance Change to action and perform user acceptance testing. The team works closely with many functions and global locations including Risk, Compliance, ITO, Treasury, FP&A, Investor Relations and country regulatory reporting/balance sheet managementteams. They also handle regulatory liaison where necessary, including ad hoc internal and external requests.
Strategy
  • Develop and drive the strategy for the GCRR team that fits in with the overall regulatory capital landscape and aligns to targets under the operational risk framework.
  • Driving a team with multiple, diverse and senior stakeholders, obtaining buy in where necessary and effecting improvements to existing policy and processes.
  • Work towards closer integration with other global and group regulatory reporting teams to deliver a best in class and sustainable regulatory reporting utility for the future.
Business
  • Understanding of the Groups businesses and products and how they impact regulatory capital metrics, reporting and associated controls.
  • Expertise in relation to the regulatory capital calculations (particularly capital supply, credit risk including counterparty credit risk (standardised and models), standardised operational risk RWA, reporting and disclosure) including current and futurerules and regulations and how they apply to SCB.
  • Expertise in systems and processes used to generate regulatory capital metrics.
Processes
  • Responsible for controlling and delivering the Group Capital Regulatory Reporting process covering COREP own funds, leverage, large exposures, Pillar 3, benchmarking, G-SIB and associated reporting and disclosure.
People & Talent
  • Lead a team (direct and matrix) of highly skilled individuals at all levels and across the key locations of London and India, by example to build the appropriate culture and values, focussing on engagement and retention.
  • Set objectives for direct reports (and in collaboration with Global Business Services for matrix reports) and provide regular feedback with regards to those objectives and ensure the team benefits from ongoing training and development in relation to theirroles.
  • Responsibility to review team structure in relation to the relevant objectives and internal/external environment.
Risk Management
  • Design, implement and monitor robust governance over Group regulatory interpretations to ensure the appropriate management of regulatory interpretation risk. This is achieved through the Regulatory Interpretation Forum, Regulatory Interpretation Committeeand any other methods as appropriate.
Governance
  • Responsible for design and execution of BAU control framework including relevant policies and standards, and monitoring of controls.
Change leadership
  • The team deliver product ownership for key mandatory capital regulatory changes including Basel 3.1 ("Basel 4") and changes brought about by remediation programmes (Data Quality, BCBS239, remediation of s166 report findings etc). Project management andbusiness analysis support sits in the GCFO Change team, with GCRR delivering subject matter expertise, business requirements for mandatory changes and supporting testing of solutions.
Regulatory & Business Conduct

  • Lead the GCRR team to achieve the outcomes set out in the Banks Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Key stakeholders
  • Liaise with senior stakeholders in Group Risk Functions, SCB Businesses, Regulatory Policy, COE, Treasury, Group Financial Reporting, Country functions, Compliance, Investor Relations, Finance Change.
Other Responsibilities
  • Act as delegate for Global Head of Financial Regulatory Reporting.
Our Ideal Candidate
  • Qualified accountant
  • 10+ years regulatory capital reporting, regulatory policy and regulatory capital project experience in major UK banks (SCB peers). Experience of PRA/FCA enforcement and S166 audit desirable.
