Job Description

Wanted a Deputy Team Leader, Development Management (Strategic Applications)Sector: London Borough CouncilDuration: Until Sept 2023Pay rate: c £200.00 - £250.00 per day(subject to experience)UmbrellaWe are looking for a Deputy Team Leader with experience in planning performance agreements for major pre-app/ applications for several key strategic development sites.You will work individually and as part of a team on large and complex planning applications through pre-app stage to issue of decision. Through the application of high-level Development Management and supervisory skills, make a significant contribution to theregeneration of the borough through the innovative and practical development of major proposals to ensure that growth and regeneration in the borough is delivered in line with the Councils Local Plan and associated documents.The Role :-

  • Focussing on challenging caseload of complex and major planning applications and pre-apps.
  • Ensure delivery of key strategic projects including important council direct delivery schemes
  • Lead on major pre-app/ applications for several key strategic development sites subject to planning performance agreements (PPAs) to support the delivery of significant corporate objectives in relation to affordable housing, affordable workspace, environmentalimprovements and s106 contributions
  • Ensuring strategic sites are progressed through pre-app and PPAs which generate income.
  • Ensure the service delivery for these key projects in a timely manner and facilitate income generation.
  • Assist in establishing, developing and keeping under review the structures, procedures and working methods for your team and the wider service ensuring an integrated, effective and efficient approach to the delivery of services, maximising new technologyto both improve services and generate efficiency savings.
  • Participate in the delivery of service plan objectives and other service improvements and deputise for the team leader when necessary.
  • Assist in ensuring that the services provided by your team are delivered within allocated budgets and opportunities for increasing resources are identified and optimised.
  • Assist in the promotion of customer satisfaction when delivering services.
  • Develop the full range of supervisory and professional skills and knowledge
  • Judge and assist in assessment of the merits of development proposals, determine planning applications and related matters within delegated powers, to evaluate and make sound recommendations on applications particularly those of a complex and controversialnature, Presentations to planning committee.
  • Defend the Councils decisions at appeals to the Planning Inspectorate for own appeals and the provision of guidance to case officers in the team on their appeals.
  • Strong understanding relevant statutory provisions and the Councils constitution, processes and procedures.
  • Assist the team leader in dealing with all types of Member enquiries and advise planning committee.
  • As a supervisor within a team, take individual and collective professional responsibility for championing the Councils diversity agenda and proactively implementing initiatives which secure equality of access and outcomes and commit to continually developingpersonal understanding of diversity.
  • Be prepared to attend evening and weekend meetings (eg committees & events within the borough) and from time to time work hours required to meet pressing deadlines that may exceed contracted hours.
  • Ability to carry out required site visits.
  • The role does not primarily include management responsibilities; beyond infrequent deputising for the team leader and the mentoring of more junior members of staff, including those within Development Management.
Skills and knowledge requirements :-
  • Demonstrable experience of working on complex and major planning applications and pre-apps within Development Management
  • Understanding of main central government & development plan policy issues
  • Understanding of planning and related legislation and the operation of local government
  • Knowledge of current issues & developments affecting planning, regeneration & local government
  • Major and complex planning applications: understanding of processes involved and an ability to provide effective and responsive development control services on a mixed caseload of development proposals, planning applications and appeals, including morecomplex cases and covering a range of development types and issues
  • Experience of the Appeal process and a clear understanding of the process
  • Ability to read and scale drawings and appreciation of urban design skills
  • Strong team player with the ability to work independently
  • Time/priority management: developing ability & understanding of techniques
  • Ability and resilience to work effectively when under pressure
  • Logical thinker with attention to detail
  • Excellent communication skillswritten and verbal coupled with strong letter & report writing skills
  • Negotiation skills
  • Excellent Presentation skills, actively listening skills coupled with questioning and reasoning capabilities
  • Qualifications - Planning Degree or equivalent
