It provides quality office accommodation and support services through a 30 year Private Finance Initiative (PFI) for MOD Ministers, Senior Officials, and key MOD and OGD business units supporting MOD and wider Government outcomes. The Delivery and Assurance lead in the Main Building PFI Team role works in a high-profile environment where the ability to work with and support senior staff is key, both in the delivery of your role and as a visible ambassador for the Defence Infrastructure Organisation. The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.Job descriptionAs the Delivery and Assurance lead in the Main Building PFI Team you will be expected to lead and manage your team and enabling functions (commercial and finance) to deliver agreed outputs to the customer. You will be accountable for ensuring the delivery of PFI services, for providing assurance that a safe and legally compliant estate is delivered to support the MoD in delivering its outputs at Main Building and assist the Team Leader in the development of long-term and annual delivery and financial plans with your customers and then meeting and exceeding them. You will actively manage delivery issues and risk to minimise the impact on the customer. Collaborative working is a key enabler to delivering with our PFI Partners. You will be responsible for supporting and championing strong collaborative relationships based on ISO44,001 principles in everything you and your team do. Post LocationsMOD Main Building, Horse Guards Avenue, Whitehall SW1A 2HBResponsibilities• Leading and managing the delivery and assurance team • Liaison with customers, ensuring effective communications and understanding their business needs • Ensure provision of expert estate advice • Supplier management, developing and building strong ISO44,001 relationships. Promoting a positive, collaborative working environment • Assurance of the contractual delivery of statutory and mandatory obligations; • Working with Customer and PFI partner to develop and deliver the Command Infrastructure Delivery Plan (Change Programme) • Active membership of the PFI Assurance Working Group, developing and delivering the annual assurance plan for Main building • Validation and approval of payments to the PFI partner • Liaison with DIO Finance and Commercial colleagues • Line Management responsibilities • Sustainability activity to meet imposed Greener Government Targets Essential experience and qualification5 years experience of managing Hard and Soft FM services OR 5 years experience of managing services on behalf of a client AND Level 3 qualification to meet Eng Tech e.g. HNC or higher OR Other relevant qualification OR 10 years experience where this qualification is not held Desirable experience• Membership of a relevant professional institution e.g. IET, IMechE, CIBSE, CIOB, RICS or IWFM • Experience of working on PFI Contracts Travel RequirementsOccasional travel to DIO, PFI and Technical meetings/seminars. About our TeamSE Region and PFIs is one of the main delivery areas of the DIO. Delivering Hard Facilities Management, Soft Facilities Management and extensive construction programmes. With a centre of mass in the SE of the United Kingdom outputs are delivered across the UK. The PFI group manage 12 major PFI contracts across the UK. The PFI contracts range from Colchester in the East right across central Southern England including strategic HQs at Main Building, Northwood, and Corsham, the Army garrisons at Aldershot and across Salisbury Plain, and the HMS Drake site at HMNB Devonport. There are also three Aquatrine Water and Waste Water contracts and three smaller utility contracts. The PFIs provide Hard and Soft infrastructure services through long term contracts (typically 20-35 years) and the projects are valued at some £20Bn through life with annual budgets of some £650M. They provide fully maintained living and working accommodation to some 35000 military and civilian personnel as well as utility support to c85% of the Defence Estate.
