Our local authority client has a 4 month contract vacancy (with possibility of extension) for the role of a Corporate Property Strategy Manager, details as follows:Purpose of JobTo be responsible for:i) Development and review of the Councils property strategy for the corporate estate.ii) Providing corporate property expertise and management support to colleagues within the directorate and across the Council; ensuring that a culture of good property and asset management exists across the operations of the Councils property estate.iii) To be involved in complex property problems and issues, providing briefing and guidance on these issues to members and Chief/Senior officers.iv) Manages up to 2 directly managed staff and 10-20 indirectly managed contracting staff.Main Duties1) To lead on the Councils corporate property function, including the formulation and implementation of policies, strategies and procedures for the management of the corporate property portfolio. Directing and controlling the people and financial resourcesnecessary to keep the estate safe, compliant and well maintaine2) To lead on the operation of the Councils property asset investment model (including ensuring up to date inputs into the model) and using the model to provide advice to Chief Officers on the delivery of the Councils asset strategy that delivers the Councilsambitions for income generation and service delivery.3) Formulate and review property and service performance targets, measures, indicators and benchmarking information and establish a monitoring regime to assess the effectiveness and utilisation of the portfolio and to maximise the return on capital employed.4) Establish links with service directorates to ensure that service development strategies and requirements in respect of property, will be matched by viable, efficient and cost effective options.5) To lead on the production of the corporate property asset management plans and related documents to satisfy government and inspection requirements.6) Establish procedures to identify surplus property in the portfolio for rationalisation, gain acceptance for property disposals, manage the decision making process and ensure that the proceeds are supplied in accordance with corporate policy.7) Assist in the formulation and gain acceptance for the implementation of the Councils capital investment strategy and any other strategic property initiatives.8) Provide information to support development of bids for external funding and develop bids as required9) Contribute to devising and establishing any Joint Venture companies, Investment models or methods or Private Finance Initiative or Public Private Partnership arrangements relating to the property portfolio.10) Produce and present reports as necessary.11) To maintain the asset management information included within the Concerto system and ensure it is updated monthly. Ensure that systems, records and arrangements outside of Concerto are closed down and the information transferred to Concerto.12) Monitor and ensure that all duties are carried out with due regard to the provisions of health and safety regulations and legislation, the Councils equal opportunities, energy and environmental and customer care policies, and the new technology agreements.13) To undertake any other work appropriate to the level and general nature of the posts duties.14) To undertake all duties with due regard to the provisions of health and safety regulations and legislation, the Councils Equal Opportunities and Customer Care policies, and the New Technology agreement.If you have the necessary experience and qualifications to fulfill this role, please submit your CV ASAP.
