Job Description

Interim Commercial Manager - up to £500 per day (umbrella rate)Government department is seeking an experienced interim Commercial Manager to support at their central London offices. This will be a remote working role until the offices reopen.This is an interim role to start ASAP, dependant on security checks until December 2021 and will pay up to £500 per day (Umbrella Co rate.) Please note that this role falls inside IR35.Reporting to the Head of Funding & Commissioning, the Commercial Manager will act as a dedicated commercial support, to deliver a competition for new contracts for services and to ensure that everything is in place to commission the new services effectively. Responsibilities will include:

  • Providing subject matter expertise and ensuring all commercial aspects of the process are delivered.
  • Delivering end to end sourcing activity including pre-procurement activity, requirements definition, strategy development, market engagement and producing the invitation to tender pack (including specification, technical and financial evaluation and contract drafting).
  • Delivering contract implementation and management activity, working closely with stakeholders to deliver mobilisation, performance management, contract variation, negotiation and exit activity.
  • Delivery of all aspects of the commercial process (including drafting all key documents such as the commercial case, procurement strategy, sourcing strategy);
  • Engagement with the current provider on transition arrangements, including legal arrangements such as TUPE or other considerations, as required.
  • The Commercial Manager will have the following knowledge, skills and experience:
  • Experience of handling grants / contracts and procurements.
  • A member of a relevant professional body, e.g. CIPS, IACCM or similar
  • A relevant degree, such as in surveying, engineering, law, finance or MBA
  • Experience creating and delivering sourcing exercises end to end within UK public sector organisation(s) (from identification of business need through to award and mobilisation)
  • Delivery and management of procurement materials (e.g. procurement strategies, specifications, evaluation criteria)
  • Good knowledge of UK public sector procurement legislation
  • Contract Management experience
  • Strong written and oral communication skills
  • Good stakeholder management skills
  • Working knowledge of Procurement Systems, e.g. Oracle (ERP) and/or Jaggaer (Bravo)
  • Application of public sector procurement legislation in a public-sector body is desirable
