Our client is a large local government organisation and looking for an experienced Commercial / Contracts Manager to join their team. This is initially a 3 month contract which may be extended for the right applicantYou will

• Be responsible and accountable for developing, delivering, and embedding an overarching commercial strategy towards capital delivery, promoting innovation, and supporting operational excellence and the delivery of Council greener, safer and fairer objectives
• Be responsible for ensuring that all procurement and contract management within Social Investment and Property is in compliance with statutory and legislative compliance requirements. This is including the Public Contracts Regulation 2015 and the upcomingProcurement Bill, as well as the Council Constitution and the Procurement Code leading on the preparation of reports and data management
• Be responsible for and lead the development of the framework for Capital Delivery, working with complex stakeholders managing risks, and leading on all commercial related activities
• Lead, manage, supervise and provide advice on complex and varied projects to a multi-disciplinary team with varying expertise who are supporting capital delivery, influencing and negotiating
• Supervise the development and maintenance of best practice commercial templates such as tender specifications and contracts designed specifically to ensure the best outcomes for capital delivery
• Lead, using expertise, the Social Investment and Property team on a wide range of vital commer
• cial activities related to capital delivery such as procurement strategies, supply chain management and contract negotiation. Provide advice in contract management providing quality assurance and ensuring public and social value, and leading on the development,measuring and embedding of Social Value in line with strategic priorities as statutorily required.
• Be responsible and accountable for the development, implementation and maintenance of budgets related to the Social Investment and Property capital delivery commercial contracts, ensuring value for money and cost savings, which will impact overall Councilsavings. The total value of budgets are in excess of £200M annually, with individual contracts ranging up to £55M over their lifetime
• Be responsible for the drafting and signing of contracts under £100K, using significant expertise to ensure application of best practice, taking into account their individual needs and accounting for risks
• Design and implement a strategy and process for proper contract management for all Social Investment and Property contracts, leading and being responsible for excellent supplier management, including attending meetings with senior internal and externalstakeholders, including suppliers and contractors on and off Council property as required
• Represent the Capital Programme at the Commercial Assurance Panel, throughout the life cycle of procurement and contracting activities as required
• Be a point of escalation in the Social Investment and Property team for contracting and procurement related risks and issues and lead on problem solving in relation to situations arising out of existing and future contracts and procurements
• Provide expert strategic and policy advice and guidance and monitor, interpret and quality assure against deliverables in the Capital Programme
• Transfer expertise and knowledge as appropriate, regarding commercial capability and innovation including developing and delivering training to identify and embed examples of best practice
