According to the general policies of the Ministry of Energy and the tasks entrusted to it. Deputyship seeks to provide a comprehensive and efficient electrical service -not less than the best global practices-, achieve sustainability, participate in preparation policies and supervision of their implementation to raise the quality of electrical service, provide the necessary electrical safety conditions within the electrical system in the Kingdom, propose policies and strategies for achieving the sustainability of electric energy and follow up their implementation in coordination with the relevant entities. Therefore, the ministry needs to obtain the technical and administrative support in order to contribute to the implementation of national priority initiatives and programs to achieve the vision and objectives of Ministry within the vision of KSA 2030, with the aim of upgrading electrical services and obtaining high reliability.The Chief Technical Advisor will play a key role in supporting the cooperation between UNDP and the Ministry of Energy within the auspices of the Advisory Support for Sustainability and Resilience in the Electricity Sector Project. The Chief Technical Advisor acts as the head of the Technical Assistance Team that ensures the achievement of the Programme goals and responsible for the mobilization, the supervision and the coordination of all experts foreseen under the contract. A Chief Technical Advisor will be appointed by National Project Manager to manage the project as well as oversee all technical project activities, monitor progress. She/he reports to UNDP via progress reports (quarterly and annually) and is directly responsible for the tasks related to planning and coordination of the technical assistance requirements of the Programme. The Chief Technical Advisor will be based at the Deputyship and will have the dual task of assisting the Deputyship at the Ministry of Energy in the implementation of the project and coordinating all technical assistance inputs. These two tasks will include but not limited to assisting the project to carry out technical studies on energy mix for electricity production in KSA, review of the Saudi Building Code in the field of electrical works and provide strategic advice in relation to energy storage. The Chief Technical Advisor will support the implementation of the process of changing the electricity distribution voltage to 230/400 volts, reviewing of energy bylaws and the assessment of the capacity of technical employees of the Electricity Deputyship while providing support to the Capacity Development Programme (Training) for the employees of the Deputyship. Both tasks will entail the development of extensive working relationships with all the Deputyships departments and other stakeholders relevant to the project. The Project builds on cooperation between UNDP and the Ministry of Energy that started with the launch of the first National Energy Efficiency Programme (NEEP) in 2003 to improve the management and the efficiency of electricity consumption in the Kingdom. Duties and ResponsibilitiesSummary of key functions: Senior high level policy advice on Sustainable Energy. Quality of technical assistance inputs to the Deputyship of Electricity-Ministry of Energy Guidance for programmatic direction and effective program management Partnership building Capacity Development and Knowledge management1. Policy Advice: Review the existing national policies of the Energy sector and provide policy advice to the Senior Government Officials on: Prepare policy briefs on Sustainable Energy based on in-depth assessment of the demand and supply including the forecasted needs for electricity in the Kingdom and the associated economic analysis. Take leadership role in designing and commissioning technical studies on Energy Mix for Electricity Production in KSA; prepare policy options accordingly. Review and propose modifications to the Saudi Building Code in the field of electrical works. Storage of energy, benchmarking against the international best practices in this area. Support the implementation of the changing the electricity distribution voltage to 230/400 volts. Review the Energy bylaws and provide policy advice accordingly. 2. Technical Assistance: Organizes, manages, and ensures the quality of technical assistance inputs to the Deputyship of Electricity-Ministry of Energy on: Electricity, production, transmission, and distribution systems for industrial commercial, and residential facilities. Perform advisory work in each of the deputyship specialized power sector areas including the renewable energy). Propose studies, prepare scope of works, and evaluate studies related to the electricity sector and their outputs. Provide technical advice and conduct studies related to the electricity sector. Ensures the timely fulfilment of technical assistance activity planning and reporting requirements. In particular, the Chief Technical Advisor supports the Deputyship in preparing/updating annual plans of activities and related financial requirements for project activities and expert mission costs. Provides relevant documentation and briefings to the Ministry in advance of meetings or events in which it is to be represented. Track and report progress as required against project deliverables, performs other managerial tasks, especially in relation to the delivery of project activities foreseen in the Project Document. Provide support in revising and evaluating the policies and regulations related to electricity sector.3. Guidance for programmatic direction and effective program management: Provides strategic direction to the overall energy portfolio and leads the project teams. Identifies risks and challenges to the program and provides advice to the Deputy Minster and UNDP on mitigation strategies. Identify global best practice of Ministries of Energy/Energy Departments regarding electricity affairs, and write-up of lessons learned for knowledge sharing. Ensures that appropriate environmental and safety standards as well as due diligence are applied to the relevant activities in the program4.
