Job Description

Your new roleCommercial and Procurement Improvements AdvisorTo provide professional support on the development and delivery of continuous improvements as an enabler of efficient, consistent delivery across the commercial and procurement function. Focus on enhanced systems, procedures, planning and capability to driveperformance and deliver best in class outcomes in line with the Directorate vision.The role will support, and in some cases lead, on the development of adequate and proportional organisational compliance in relation to procurement and commercial activity - such as ensuring adherence to Public Contract Regulations, UK Legislation and theNational Highways business plan objectives for the Division. The role holder will support the implementation of transformed commercial and sourcing systems, utilising these to drive continuous improvement and data driven decision making for the business.They will provide professional input into developing and publishing key commercial planning documentation, used by both suppliers and internal stakeholders. They will support the creation and roll out of key commercial training, skills and capability projectswhich will support the upskilling of the commercial function. The role further supports personal and professional development within the wider team through leading by example and acting as a role model for National Highways values & behaviours.What youll be doing

  • To assist in the development of processes and toolkits to drive improvement and efficiencies across the commercial and procurement function, including helping maintain the Contract Control Framework operating model processes.
  • Assist with the interpretation of changes in public sector procurement policy and translate these into processes and standards including the development of guidance notes and training to support effective implementation of the changes.
  • Contribute to improvements in commercial and procurement knowledge and practice across National Highways, sharing knowledge and skills with others to disseminate best practice. Including supporting enhancements and improvements to our source-to-pay systemsand tools.
  • Lead on the reporting and analysis of end-to-end commercial activity, utilising best-practice data and reporting techniques to deliver accurate and timely reporting to members of the commercial community.
  • To maintain the contract pipeline ensuring that this is up to date and sufficiently detailed to meet the requirements of key internal and external stakeholders including liaison with representatives from the supply chain to seek on-going feedback and informimprovements to the format and content of the plan.
  • To build excellent relationships with internal and external stakeholders.
  • Represent the Improvement Division at internal and external meetings and assist with the preparation of briefings for external agencies and senior level colleagues when required.
  • Contribute to the management of workloads and priorities to ensure the achievement of Divisional targets - ensuring effective implementation of best practice and taking time to champion opportunities to maximise value for money.
  • Drive improvements in health & safety performance ensuring effective practice is promulgated to staff and partners and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts.
To be successful
  • A proven track record of delivering aspects of the procurement cycle and knowledge of public sector principles and procedures as they apply to commercial activity
  • Experience of planning and reporting within the end-to-end procurement cycle
  • Experience developing training to drive continuous improvement
  • Knowledge of commercial systems and experience of being able to generate analysis of commercial data to support data driven decision making
  • Demonstate effective working and collaboration with internal customers and stakeholders
