Job Description

The Community Protection, Transport and Environment directorate has a vital role in helping to provide a diverse range of essential services which benefit all of Surreys residents, businesses and visitors.The Network Coordination Team within the wider Street Works Team is part of the Network and Asset Management Group. We are responsible for coordinating all the works carried out by both Utility Companies and our own Highways works, across Surreys busy road network. The team endeavours to minimise disruption and reduce traffic congestion for residents, businesses and all road users, in order to fulfil our Network Management Duty under the Traffic Management Act 2004.The Network Coordination Team consists of: 1 Team leader, 3 Senior Network Coordinators, 8 Network Co-ordinators, 2 Assistant Network Co-ordinators and 2 Network Co-ordination administrators.As one of 8 Network Co-ordinators you will be responsible for assessing incoming permit applications to work on the public Highway within a specific designated geographic area of Surrey.Working within the legislative framework of the New Roads and Street Works Act 1991 (NRSWA), the Traffic Management Act 2004 (TMA) and the South East Permit Scheme, you will consider the potential impact of proposed works and coordinate these activities, considering the best timing of the works and what conditions Surrey CC may want to place on the works, to minimise disruption and reduce congestion.You will be proactive in resolving queries, demonstrate parity of approach to all works promoters, be prepared to engage with a variety of stakeholders in carrying out the coordination functions and clearly communicate their decisions. At times this will involve dealing with complaints or challenging situations, requiring good communication and negotiation skills.The post will be primarily office based but there is a requirement to attend meetings on site and at other offices as required.To be shortlisted to interview for this position your application will clearly evidence:

  • Experience of working within NRSWA/TMA legislation, either for a Highway Authority or Utility Company
  • An ability to work successfully as part of a team in a high profile service area
  • Adaptability and flexibility and able to work under pressure
  • A Streetworks Qualification Registration (SWQR)
