Job Description

Venn Group are currently recruiting for a Technical Finance Manager on behalf of a large Local Authority organisation based in Kent.The prime function of the job is to support the S151 Officer in ensuring the properadministration and stewardship of the Council’s financial affairs, as required by the LocalGovernment Act 1972Position: Technical Finance ManagerHours: Full time, Permanent, 36 hours per week Location: Hybrid - Kent Based Salary: £56,000 – £64,000 per annumResponsibilities:

  • Manage the production of the Council’s statement of accounts in accordance with the relevant accounting standards, agreed Council policies and legislative requirements, in order to meet statutory deadlines and obtain an unqualified audit opinion and dischargethe obligations of the s151
  • Liaise with the External Auditors for the annual audit of the council’s statement of accounts including resolving key issues around technical accounting
  • Manage the provision of specialised VAT advice to officers across the Council, liaising with the Council’s external VAT advisers on more complex VAT related issues, interpreting and distributing information to Officers as required
  • Manage the council’s treasury management function and oversee and ensure proper implementation of the Council’s Treasury Management strategy along with the Capital Strategy
  • Promote and encourage the development of financial knowledge throughout the organisation, including designing and providing training on Final Accounts, VAT and Business Rates as required
Requirements:
  • CCAB or equivalent or Association of Accounting
  • Ability to present information clearly and concisely
  • Technical knowledge of accounting principals
  • Excellent knowledge of VAT, together with practical experience of advising on VAT issues
  • Experience of working in a politically or commercially sensitive environment
  • Ability to think strategically and be innovative and creative when looking for opportunities to develop and improve our service
  • A flexible approach to changing work priorities and meeting tight deadlines
  • A demonstrable commitment to high standards of performance and customer service and the use of information to drive continuous improvement
  • Excellent financial analytical skills
