JOB DESCRIPTIONRole Procurement and Contracting ManagerReports to Chief Legal OfficerJob PurposeTo provide leadership, strategic advice and process management on all procurement and contract management activity across the organisation to ensure compliance with both legislation and internal governance requirements.To support officers in ensuring that procured contracts deliver against their contract terms and required performance levels without breaching the Authorities rules or relevant legislation.To monitor and report on all procurement activity in accordance with the Transparency Code, best practice and commercial achievements.Key Responsibilities*.Lead, manage and develop a procurement team with skills and competence that reflects the growing and technical needs of the Authority and the increasingly complex nature of the commercial relationships with suppliers*. Consider, develop and communicate suitable strategic procurement approaches that will fulfil the Authoritys needs whilst obtaining best value for money.*. Lead on and project manage the procurement process across an extensive programme of multi-million, high-profile, complex infrastructure, construction, education and business development projects (specifically requiring complex procurement dialogue with participants)under the Public Contract Regulations 2015 (including Light Touch Regime spend), the Utilities Contract Regulation and the Concessions Contracts Regulation for both for the Authority directly and any related or subsiduary companies overseen by the Authorityand governed by Public Contract Legislation.*. Prepare or contribute into strategic reports to committee and board regarding the procurement rationale, process and or progress a project; including attendance to both present and/ or respond to questions from senior officers, executives or elected members*. Procure external legal or technical procurement support (with agreement from the Monitoring Officer) where required for the high-risk, high-profile complex procurements and then monitor the delivery of those contracts for performance and compliance withPublic Contract Legislation and internal approvals.Qualifications, Experience and Knowledge A Track record to delivering creative and innovative approach to procurement Track record on implementing change through training to achieve procurement compliance Track record of managing multiple complex procurements across multiple disciplines Track record of delivering on time and in budget procurements Extensive experience in establishing and using framework documents and processes Experience of advising on and managing the procurement of construction, infrastructure, education and business contracts. Experience procuring corporate contract requirements Knowledge of financial management principles Leadership Qualification or experience at post graduate level Contract management qualification and ideally IACCM accreditation Completion or working towards a relevant professional qualification in procurement and policy Full Chartered Institute of Procurement & Supply (CIPS) membership
