Job Description

Adecco are currently recruiting for an ANTI-SOCIAL BEHAVIOUR OFFICER to work for a Local Authority based in HOUNSLOW.ANTI-SOCIAL BEHAVIOUR OFFICERHOUNSLOWFULL TIME - 36 HOURS PER WEEKTEMPORARY ROLE - 6 MONTHS £17.75 PER HOUR PAYE / £22.98 PER HOUR UMBRELLAThe ASB Officer role is key to the management of Domestic Violence, Hate Crime and Anti-Social behaviour. This role manages complex ASB cases with support from relevant Housing Officers and covers both residents and leaseholders. The purpose of the role is to resolve ASB cases through achieving positive outcomes using a variety of legislative powers and preventative measures to increase resident satisfaction with the management of such cases.To manage complex Anti-Social Behaviour, Domestic Violence and Hate Crime cases providing specialist support to Housing Management Service to resolve cases escalated to the specialist team including legislative action where necessary.

  • To provide training, guidance and support to Housing Officers on the management of Anti-Social Behaviour (ASB), Domestic Violence and Hate Crime cases.
  • To work closely with the Professional Witness, Concierge, Estate Caretakers, Housing Officers, Housing Team Leaders and Sheltered Scheme Managers to resolve ASB issues.
  • To work closely with the enforcement team, noise team, estate and other police teams and other agencies to take multi-disciplinary action to resolve Anti-Social Behaviour cases
  • To make full use of the anti-social behaviour management tools made available under the Anti-Social Behaviour, Crime and Policing Act 2014. Utilising the legislation to take preventative and/or legal action required to resolve complex ASB issues.
  • To prepare and serve legal notices and prepare cases for court. Provide and encourage residents who are victims of ASB to attend court hearings to give evidence, preparing witness statements and court documentation as required.
  • To attend court cases and legally represent the council in cases with or without a solicitor as requried. Preparing and presenting cases to the court or appearing as a Council witness.
  • To work closely with the Council legal service to obtain a range of legal remedies e.g. injunctions, possession proceeding etc. preparing any witness statements or legal documentation as required.
  • To work closely with the Professional Witness officer to take cases to court and to provide effective support to the victims of ASB.
  • To attend relevant Reducing Anti-Social Behaviour Group (RAG) meetings and present cases for decision as required.
  • To attend Community Risk Panel meetings, preparing and presenting case paperwork for decision as required.
  • Arrange and attend multi agency case conferences representing Housing as required.
  • Ensure casework is progressed professionally, promptly, and in accordance with Council policies, procedures, charters and current legislation.
  • Review cases regularly keeping detailed records of all actions and communications with involved parties on ASB issues to a legal standard.
  • Ensure that residents are kept up to date with the progress of cases and work within the relevant time scales depending on severity of cases e.g. serious harassment.
  • Work with the communications team to promote positive ASB case outcomes and publicise actions that have resulted in eviction or court proceedings.
  • To work with the communications team on campaigns to prevent and reduce anti-social behaviour using actual case studies where required.
  • To work with the Community Partnerships Unit on diversionary projects designed to reduce the incidence of Anti-Social Behaviour, involving other agencies such as Planning to design out ASB/Crime.
  • To work closely with the Client Services team where a resident may be at risk of Homelessness or eviction due to ASB.
  • To keep up to date with all relevant legislation and good practice guidance and to learn from ASB case studies and other ASB initiatives from other providers.
  • Maintain accurate and relevant records of customer and property data. Ensure that resident contact details are kept up to date. Maintaining data protection and customer confidentiality.
  • Ensure that Cautionary Contact and Vulnerability flags are set up where required and such flags are monitored following the Customer Alerts procedure. To ensure that precautionary measures are taken where a Cautionary flag is set up on a residents account.
  • Play a key role in Safeguarding vulnerable children and adults through making referrals to Social Services where there are concerns relating to the wellbeing of a resident or a member of their household.
  • Respond to complaints and members enquiries with regards to all elements of the role with a solution-focused and positive attitude.
  • To respond to all telephone contact and correspondence within set timescales. To ensure that written responses are of a high standard.
  • To support residents to access and make use of online Housing services.
  • Undertake other duties consistent with the purpose of this post.
