Job Description

We are seeking a highly motivated and collaborative individual to join our clients as a Procurement Category Manager. In this role, you will take responsibility for the procurement of goods, works, and services across a diverse range of commodities, includingICT, Education, Major Capital Projects, and Leisure.Job Title: Procurement Category Manager (Maternity Cover - 12 months)Location: G46, Hybrid WorkingHours per Week: 35Hourly Rate: £22.53 - £24.64Annual Salary: £41,115 - £44,965Key Responsibilities:

  • Oversee the procurement of contracts within the assigned category portfolio in accordance with legislation, Contract Standing Orders, and procurement best practices.
  • Contribute to the delivery of the Corporate Procurement Strategy and prepare contract strategy documents, tender documentation, and publications of notices. Chair meetings, prepare contract award documentation, and debrief suppliers.
  • Lead the end-to-end tendering process using an online tendering platform, developing a contract strategy document in cooperation with services.
  • Meet with internal stakeholders and departmental procurement champions to discuss needs and identify opportunities for new contracts and collaboration. Develop and report on the progress of the tender plan.
  • Increase market knowledge and awareness through attendance at supplier development forums, events, and meet the buyer seminars. Utilize expertise to assist services in developing and challenging specifications.
  • Work with departmental procuring officers to forecast and track usage/spend against identified contracts, reporting as part of the benefits tracking process.
  • Deliver procurement induction training to departmental officers and address ad-hoc training requirements.
  • Actively participate in change programs, providing support and guidance on procurement aspects.
  • Support services with supplier and contract management, ensuring procedures are followed. Collate supplier performance data, benchmark performance, and report to appropriate stakeholders.
  • Represent Corporate Procurement at internal and external meetings.
Qualifications and Experience:
  • Proven experience in procurement management, preferably in a public sector environment.
  • Strong knowledge of procurement legislation, Contract Standing Orders, and best practices.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Ability to lead end-to-end tendering processes and contract management activities.
  • Experience in delivering procurement training is advantageous.
  • CIPS qualification or equivalent is desirable.
