Are you a qualified Finance Director/CFO and Section 151 Officer with substantial experience of working in a strategic and corporate management roleReed Talent Solutions have been retained by the Devon and Cornwall Police to recruit for a Director of Finance and Resources on a full time permanent basis, due to an up coming retirement within the force.It’s an exciting role for an established Finance and Procurement senior professional to bring their extensive knowledge and experience with the aim of personally making a real difference for local communities.This is an excellent time to join the largest geographical police force in the country as they plan for the future. The role will be operating across the Force but mainly from Exeter (HQ). A relocation package may be offered to the successful candidate if required.You will have strong leadership skills with experience of working and influencing at executive and senior levels in an organisation. Due to the nature and seniority of the position, visibility is important so whilst there is flexibility in your working patternand location you will need to be prepared to be on site 3 – 4 days per week.Key responsibilities include:

• Together with members of the Chief Officer Group, contribute and lead the delivery of the policing purpose and values of Devon & Cornwall Police.
• Ensure there is a medium-term financial strategy and ensuring that medium and long-term financial implications are taken into account as policies and strategies are developed.
• Work with and support the Chief Constable in identifying and managing changes necessary to achieve the policing purpose and strategic aims of the Force.
• Maintain and enhance the effective relationship with Devon and Cornwall OPCC and Dorset Police
• Act as the principal financial advisor to the Chief Constable and Devon and Cornwall Police
• Represent Devon and Cornwall Police on the Regional procurement Board and act as lead for the procurement service provision in Devon and Cornwall Police

The ideal candidate:

• CCAB qualified accountant (CIMA, ACCA, CIPFA, ACA)
• Substantial experience of working in a strategic and corporate management role.
• Extensive senior management experience in financial management with detailed knowledge of public sector accounting.
• Extensive communication skills, both oral and written, with the ability to explain technical issues and persuade non-financial managers and other stakeholders.
• Leadership and management of large teams, with a focus on professional development and performance management.
• Substantial evidence of service transformation and a track record in delivering cultural change by being innovative in delivering Value for Money

The package

• Salary starting at £109,274 rising by yearly increments to a maximum of £123,120
