Job Description

Our client, a public sector body, require a Programme Manager - HR for an interim period of 6 months with potential for extension.This role requires attendance in Edinburgh at least 1 day per week.The role is renumerated between £500- £650 per day (inside IR35) umbrella.Main Purpose

  • The Programme Manager will work closely with the Head of People & OD to ensure the new People Team operating model is designed, developed, and successfully implemented to support Forestry and Land Scotland in delivery of its strategic priorities.
  • Working closely with a wider network of internal and external partners, the Programme Manager will ensure business solutions are efficiently delivered on time and to budget. Ownership of the change plan, senior HR stakeholder engagement, management of risksand issues are an integral part of this role.
Main Duties
  • Contribute to the design, development and implementation of a People Team operating model using frameworks and methodologies that are fit for current and future business priorities
  • Responsible for preparing the People change plan partnering with the Head of People & OD to ensure there is a clear plan for delivery that the People Team are aligned behind
  • Maintain the People change plan, risk / issue logs, driving resolution and escalating as necessary for change management
  • Support work stream Leads to scope, structure and manage each work stream, liaising with all leads to ensure milestones and goals are managed effectively
  • Agree with the Head of People & OD the governance and escalation routes around the change programme
  • Work with internal communications team and Head of OD to develop and execute a robust communication and engagement plan across the People Team and wider business
  • Collect, review and publish project status concerning resources (people and financial), schedules, stakeholder management, risks and the features that influence project performance and completion
  • Ensure future end to end HR processes are defined in alignment with a customer focused service provision and our current HR Information Systems (ITrent and ILearn
  • Ensure HR policies and procedures are updated as a result of the change, ensuring compliance with requirements
Skills and Experience
  • Demonstrable extensive experience of delivering multiple, People change projects within a public sector, unionised environment
  • Expert knowledge of project management techniques and tools
  • Good working knowledge of HR policies, procedures and best practice
  • Adept at overcoming obstacles caused by conflicting priorities, lack of resources or difficult or demanding situations
  • Strong problem solver with the ability to formulate new ideas and get around blockers
  • Excellent interpersonal skills with an ability to influence, persuade, encourage, collaborate, motivate and coach peers and senior managers - forging solid and effective working relationships across all levels
  • Ability to think critically and apply appropriate levels of challenge to work stream plans, risks, issues and dependencies
