Job Description

An exciting opportunity has arisen for a Costing Manager to join an NHS Trust based in East Sussex on an interim contract. As Costing Manager, you will be responsible for leading the development, production, reporting, dissemination and use of service line reporting and patient line costing. Leading on the production of the annual national cost collect process, education and training reference costs and PLICS returns. Job Purpose: Lead the development, production, reporting, dissemination and use of Service Line Reporting (SLR) and Patient Level Costing (PLICS) in the TrustLead the production of the annual National Cost Collect process, education and training reference costs and PLICS returns (moving to a single integrated cost collection in the future).Provide analyses of financial benchmarking information. Produce accurate and effective SLR reports to Trust managers and staff. Provide financial advice and support as required. Co-ordinate the work of the costing team to deliver financial advice and support, and to produce reports and submissions to agreed standards and timescalesInterpret and advise on the implications of legislation and statutory and mandatory guidanceThe post will support the provision of best in class costing and benchmarking information within the Trust, to pro-actively support decision making within the Trust for service developments, pricing, business cases, business planning, pathway redesign and transformational CIPs (Cost Improvement Programme).Key Responsibilities/Duties:Costing Trust lead for costing, providing accurate costing information to enable the Trust to complete mandatory cost submissions. Lead the development and maintenance of the Trust Costing systems.Review the cost apportionment and allocation methodologies used in the costing process.Engage with clinicians and service managers to review and update cost apportionment allocation methodologies, and to review and validate outputs from the costing model.Liaise with Financial Management and Financial Service teams to ensure the structure of our systems support accurate costing principles and lead the mapping of the general ledger to the cost ledgerMandatory National Cost Collection SubmissionLead and produce the annual National Cost Collection and PLICS submission. To lead and produce the annual Education and Training Reference Cost submission. Ensure preparedness for a future single integrated cost collectionCo-ordinate data collection from the Performance Information team including working the Performance Information team, service managers and clinical teams to identify and implement changes to data recording needed to support the accuracy of the costing information. Co-ordinate the data quality checking and analysis of all data received Produce analysis of published outputs of Reference Cost and PLICS submissions. Produce analysis of the Trust submitted costs against the published National Average Costs, and provide analysis of changes against previous submissions Provide expert advice to Trust colleagues to ensure full understanding and ownership of the published outputsProvide assurance to Deputy Director of Finance over the accuracy of the National Cost CollectionService Line ReportingRefresh and embed SLR reporting within the Trust, including the move from quarterly to monthly SLR and ensuring that the appropriate data quality checks are in place so that activity, income and costs are correctly reported in accordance with the timetable. Develop enhanced reporting to Trust management. Work with clinical teams and service managers to produce outputs that best meet the needs of service managersResponsible for designing, developing and maintaining the SLR reporting structure. The information produced needs to be in a concise and accessible format, using tables, graphs, trend analyses and other communication tools and in an appropriate format for a range of staff. Collaborate with members of the finance team.Provide analysis of SLR reports and interpret SLR outputs, working with clinical teams, service managers and finance colleagues to highlight key issues, investigate and validate issues.Work collaboratively with clinicians, engaging them in the process and discussing and explaining the information that is being providedRevise and update cost centre allocation methods in line with the NHS Costing manual.Take a leading role in the implementation of IT solutions for costing and SLR reporting.Supervisory and Management Responsibilities:Responsible for the day to day supervision of the costing team, plan their workload and evaluate their workDevelop skills in commercial awareness and costing throughout the Trust Train individuals and teams on the requirements of the national costing guidance and on SLRCoordinate the work required of financial management, knowledge management and information staff to support the requirements of the costing teamTake full management responsibility of direct reports, providing leadership, recognizing and developing the teams, mentoring, coaching and training them to utilize the strengths to enhance the Finance Departments performance and build organizational capabilityAssess staff performance against agreed performance standards/objectives and/or competencies at least annually and develop meaningful and achievable personal development plans and objectivesResponsible for the self- development of skills and competencies through participation in learning and development activities, and to maintain up to date technical and professional knowledge relevant to the post.
