Job Description

Position: Senior Planning Officer Department: Regeneration & Environment Location: DN1 3BU Salary: £35.00 - £38.00 per hour Working Hours: 09:00 to 17:00 Work Arrangement: Potential work from home with occasional travel to sites Until: 28/06/2024 with review to extendRole Overview The role involves implementing corporate and directorate goals by providing expert planning advice, handling planning applications, developing policies, and delivering related services.Key Responsibilities The primary responsibilities and duties include:

  1. Providing clear, effective advice on Development Management and Planning Policy to assist in the delivery of Planning Services, aiming to achieve borough, corporate, and service priorities.
  2. Managing a personal case load of non-major and other planning applications and making determinations in line with the Council’s approved delegation scheme.
  3. Developing and implementing both statutory and non-statutory policies and strategies, including all aspects of statutory planning policy. This includes preparing evidence documents, conducting data analysis and research, and reviewing development plans,including Neighbourhood Plans.
  4. Advising on and preparing CIL/s106 matters, including policy and implementation.
  5. Engaging in pre-application discussions and negotiations with developers to identify requirements, interpret policies, and enhance proposals.
  6. Serving as the Council’s expert witness for planning/enforcement appeals and/or public examinations.
  7. Supporting and advising on the planning enforcement process.
  8. Supporting and representing Principal Planning Officers as needed, and performing any other duties that may be reasonably expected of a Senior Planning Officer.
Required Skills and Experience The essential skills, knowledge, and experience required for this role include, but are not limited to: • A planning qualification at degree level (or equivalent), a willingness to work towards full membershipof the RTPI, and evidence of ongoing professional development. • Experience in a Local Authority setting, working on Policy Planning, producing policy documents for Local Plans, dealing with non-major planning applications, and preparing and presenting evidenceat appeals and/or Local Plan or other plan-making examinations. • The ability to clearly write and present reports and evidence on complex planning matters.
