Seven Resourcing is working with Derbyshire Council to recruit aAssistant Director Of Finance for theirCorporate Services & Transformation department at County Hall.£46.83 per hour.Initial 6 month contract until at least Feb 2024.Job Purpose:Lead, shape and deliver financial strategies and objectives. Direct and control financial management and compliance to ensure financial standards are achieved.Undertake the role of deputy to the Councils Section 151 Officer, able to act in the capacity of the Councils statutory Chief Financial Officer when required and represent the Council on national bodies such as the Society of County Treasurers whilst supportingthe strategic leadership within the Council.Duties:- Lead and manage the Councils financial functions and be expert on the Councils long-term strategic financial planning and accounting projects including successful closure of the Councils financial accounts- Develop and lead on financial projects and change programmes that impact Council wide in order to meet strategic, operational and Council priorities- Lead on the Councils budget setting process through the provision of estimates, advice and future implications in the context of the Local Government Finance Settlement, integrating all the Councils operational areas requirements and develop, implementand maintain an internal and external financial trading strategy to generate and maximise income- Lead on the development of the Councils Revenue and Capital budget process to provide a long-term financial plan in accordance with Council Plan priorities and to implement and deliver a long-term financial compliance and governance strategy- Lead and manage the Councils key financial transactional activities such as payments to suppliers, collection of income and debt management, Adult Care and Childrens client financial services- Promote the use of technology and third party solutions to achieve improved service delivery and successful, timely, implementation of new or replacement systems- Responsible for monitoring and reporting on the operational progress and consistency of application of quality control, performance targets and budget monitoring and value for money- Provide specialist advice and guidance to the Cabinet and Corporate Management Team on key financial management issuesExperience:- Demonstrable experience in area of expertise, with a breadth of understanding of all areas that the role is responsible- Provide strategic leadership in delivering service improvements in a complex service environment- Experience of leading and implementing diverse activities and aligning service delivery to strategic and operational priorities- Experience of managing considerable budgets and resources, monitoring and evaluating competing priorities to deliver the service effectively and efficiently- Experience of working across professional and organisational boundaries with key stakeholders including other public bodies and government- Experience of effectively advising stakeholders on a broad range of issues relating to service areas- Business planning, objective setting and embedding performance management frameworksQualifications:- CCAB or CIPFA qualified- Evidence of continuing management and personal development.37 hours per weekDrivers Licence not essential but you must be able to travel to and from the office as its hybrid of 2 days at least in the office.Working with Seven Social Care: We have been helping social care professionals find exciting new roles for almost a decade, so we know exactly where to look when it comes to sourcing the best opportunities.
