Job Description

Job Summary:To provide strategic and operational HR Service Partner support to senior managers within designated Care Groups (or corporate areas) and to ensure the provision of highly specialist human resources management advise, guidance on human resources policy and organisational and cultural change.KEY RESPONSIBILITIES:

  1. Within the framework of corporate trust workforce policies, procedures and practices, works closely with / influences the thinking of the lead managers in growing a flexible, confident and competent (medical and other staff) workforce within a designated clinical services line. Ensures local workforce development needs / issues are fed into trust wide planning routines / arrangements;
  2. Actively supports the development / review of all trust wide workforce strategies & policies and contributes to monitoring / reporting on their implementation. Particularly ensures that the trusts workforce strategies reflect the expressed continuing business development needs of their designated clinical services line;
  3. Participates in the trust wide process of annual service / workforce planning, ensuring that locality workforce needs are fed into corporate planning routines. Contributes to monitoring / regular reporting arrangements;
  4. Supports the activities of designated specialist Workforce and other leads in ensuring the effective application of trust wide plans within the local service line - for example, Head of Learning & Development, Head of OD, Equality, Diversity and Inclusion Coordinator. In conjunction with local management team, identifies / commissions necessary local priority support / training needs from those specialist Workforce, etc services;
  5. Actively engages in all local clinical service line OD activity, giving clear advice to assigned lead managers. Ensures corporate standards met in all change management processes and that other Workforce function managers are aware of the timing / scale of changes planned / understand what support, etc may be expected of them;
  6. Working closely with the HR Business Support Manager, regularly reviews progress on all local individual employee casework activity - with particular focus on the application of disciplinary procedures. Satisfies themselves that progress is being actively tracked and that sticky’ cases are being raised with the locality General Manager. Raises concerns where perceives corporate standards may not be met;
  7. If necessary, takes personal involvement in advising managers on complex / sensitive staffing issues;
  8. In conjunction with the Head of HR, maintains personal awareness of national developments in respect of staffing related issues and, as agreed, keeps locality management informed;
  9. Develops / reviews the application of trust wide HR policies / practices as required;
  10. Contributes as required to the development of business case’ funding bids in respect of locality staffing matters;
  11. Works in a joined up’ manner with Workforce and other central support services colleagues working on locality issues. Especially promotes close working relationships with locality line managers and staff side representatives. Works to sustain particularly strong links with Head of HR and HR Service Support Team;
  12. Contributes to driving the importance of continuous service quality improvement within the Workforce function, raising challenges to existing practice and actively seeking ways of achieving better service value. Participates in service quality review programmes. Undertakes continuous personal development activities as agreed with the Head of HR;
  13. Ensures the timeous preparation of management information and reports as necessary. Presents information / reports to locality management / decision making bodies as required and ensures necessary locality follow up action taken to enable implementation of decisions;
  14. Participates in project work / training of line managers, taking the lead as agreed with the Head of Human Resources;
  15. Actively contributes to ensuring the success of the wider Workforce function;
  16. Represents the Head of Human Resources as required;
Carries out any other reasonable duties within the overall function, commensurate with the grading and level of responsibility of the post.This is an interim position on a full-time basis to assist in extra workload.
