Job Description

The roleRole PurposeReporting into the CFO, this role will lead on the establishment and ongoing management of contractual agreements for funding (currently known as Police Service Agreements (PSAs) and Enhanced Police Service Agreements (EPSAs)) within the British Transport Police Authority (BTPA), developing robust relationships with external partners and internal stakeholders.Principal Responsibilities and Accountabilities

  • Lead and manage the re-design (where applicable), monitoring and delivery of Police Service Agreements with key funders such as Transport for London and Network Rail, developing robust relationships with a diverse set of external partners and internal stakeholders.
  • Design an effective and optimised end-to-end contract management process, ensuring that key controls are implemented, including contract change controls.
  • Oversee the preparation, monitoring and control of the key contracts/agreements by liaising with the relevant BTP owner, and providing the key link to those parties developing the policing plans and operational objectives. Ensure all key discussions/decisions and signed contracts/agreements are maintained on file for easy access and audit requirements.
  • Take responsibility for designing processes and methods with external legal advisors and DfT that continually review contracting requirements as well as industry activity and the operating environment, to establish an effective contracting management strategy including updating contracts to ensure the terms are always protecting BTP/A and the contracts remain fit for purpose.
  • Develop and maintain contract monitoring techniques that ensure all partners meet their contractual obligations and any statutory compliance requirements. Integrate the processes into the BTPA quarterly monitoring and oversight regime, including the Performance and Delivery Committee and Audit, Risk and Assurance Committee.
  • Identify, define and develop appropriate opportunities for partnership working with both internal and external partners for the mutual benefit and enhancement of knowledge, skills and service delivery.
  • Take responsibility for identifying and managing potential contract disputes, working with all parties involved to identify resolution; leading for the BTPA Executive on the PSA sub-committee where required.
  • Take an active role in monitoring the development and output of the Williams Review, gaining insight as to potential impacts on BTP/A and engaging with our partners and developing strategic thinking as to how BTPA activities might evolve in a new environment.
  • Make a significant contribution to the BTPA Executive team, working closely with the Charging Manager and Contracts and Compliance Manager.Knowledge, Skills and ExperienceEssential
  • Qualified to graduate degree level or equivalent with a relevant professional qualification such as social science, research or public policy, with significant experience in management and strategy.
  • Experience of leading or working in a Commercial contract management team, influencing, working with and managing external stakeholders and internal customers.
  • Effective and efficient management of contract risks and issues with escalation when relevant.
  • Effective contract dispute management.
  • An understanding of maintaining an effective internal control environment, including contract change management.
  • Working knowledge of regulations and compliance requirements (e.g FReM, Railways and Safety Act, commercial best practice).
  • High order analytical and conceptual ability.
  • Ability to build and maintain positive relationships, and to influence and persuade others at strategic and operational levels.
  • Evidence of assessing performance in a service environment, including experience of implementing new and creative solutions to maximise performance.
  • An understanding of, and sensitivity to, the political processes and judgements that must be brought to bear when approaching the management of the PSAs.
  • Experience of developing, implementing and evaluating effective internal and external communications and consultation.
  • The analytical skills necessary to interpret and present complex information in an understandable form and change constructively traditional ways of undertaking tasks.
  • Experience of carrying out research on legislative and/or policing/ criminal justice issues.
  • Resilient, flexible and innovative approach is essential.
  • Ability to work with a high level of autonomy is essential.
  • High level Microsoft Office, especially Excel, and Access.
  • Strong organisational and time-management skills, including the ability to prioritise work to meet deadlines.
  • Good interpersonal skills, ability to operate at all levels - good team playerDesirable
