Job Description

We are urgently seeking an experienced and skilled Housing Development & Policy Officer to work part -time and take responsibility for the development and operational management of landlord and tenant engagement and enforcement in relation to the private rented sector for one of our lo0cal government clients based in Bury.The Housing Development & Policy Officer will be responsible for carrying out property inspections; identifying hazards under the Housing Health & Safety Rating System; offering advice and recommendations on property improvements and referring any serious Category 1 hazards to the appropriate officers e.g. EHO’s, Building Control.They will advise landlords on their legal obligations, acceptable standards, decency, energy efficiency and tenancy sustainment and aid in providing conflict resolution for both landlords and tenants in disputes where appropriate.Ideal candidates will demonstrate the following:

  • Degree in Housing social sciences/related discipline or equivalent qualification
  • Experience and knowledge of housing strategy development
  • Ability to work with people and/or external organisations to gather information (eg data sharing, consultation)
  • Ability to interpret and apply legal and policy demands to improve services
  • Knowledge of developing policies and procedures
  • A good understanding of consultation techniques and how they can be used to drive service improvement
  • Experience of working to deadlines/short timescales
  • Proven ability to analyse complex information, interpret key messages and translate the findings in to workable solutions.
  • Knowledge and experience of using relevant IT packages, e.g. Microsoft Officer, SPSS, MapInfo
