Job Description

Spencer Clarke Group are working closely with a local authority who are looking to appoint Head of Service – Finance and Customer Services (Deputy Section 151 Officer) on a contract basis.Expect it to be a 6 month process to replace the role with a full time employee.Job Purpose:

  • To ensure that the strategic purposes and corporate priorities of each Council are met and that all residents receive services which provide service improvement and value for money through the delivery of direct and commissioned services
  • To provide effective leadership and development for the above service areas, ensuring the necessary changes to culture and practice to further improve service delivery and outcomes for customers
  • As the principal advisor to both Councils on the above services, to facilitate informed decision making by ensuring that officers and members are appraised of issues and receive relevant, best practice professional advice
  • To work as part of the Corporate Management Team (CMT) to ensure that resources are used effectively collectively rather than within different teams
  • To assist the Executive Director in the strategic management of the service area
Main Duties but key items
  • Delivery of the 20/21, 21/22 and 22/23 Accounts
  • Clearance of Cash Receipting suspense backlog
  • Final stabilisation of the finance recovery programme (has been running 18 months now and nearing completion)
  • Delivery of the 24/5 MTFP
  • Restructure of Revenues & Benefits and Customer Services Teams (these will be under way already)
