Job Description

Our client requires 1 Safety & Environment Manager to work on site in Bristol.The ideal candidate will have current and valid SC Clearance or be willing and able to undergo the checks.Step 1 Project SE initiation1. Identify applicable SE legislation, Standards and legal/policy requirements - produce register 2. Derive safety requirements from URD for entry into SRD3. Produce and obtain answers to the - Safety Operating Environment QuestionnaireStep 2 Project SE Committee/ Panel - The Contractor shall support the Authority in: 1. Ensuring SE Delegation is in place - produce SE Delegation letter/ ToR from team- leader (previously cascaded from ISS 2*) including delegation to sign SE Case Reports to SE Manager2. Forming and initiating project SE committee/ Panel - communicate to appropriate personnel 3. Ensuring understanding of Quorate representation; at least Project Leader, Project SE Manager, Design organisation, Customer representative (Capability and/or Equipment Customer), Safety Case author - produce Committee/ Panel ToRs4. Creating and maintaining meeting records, frequency and action management - produce plan (for inclusion in the Project SE Management plan and the Project Through Life Management Plan.5. Investigating need for SE working Groups -Project stakeholder list and ToRsStep 3 SE Management Plan (should not be confused with the requirement of Defence Standard 00-056 for the contractor to produce a Safety Plan.) The Contractor shall support the Authority in the production of the following, including:1. Defining the strategy for addressing SE. Producing a SE programme including timescales, milestones and other date-related information.2. Considering all aspects of Project SE e.g.a. General equipment safety; including requirements for Airworthiness or Ship Key Hazards b. Occupational Safety i.e. Manual Handling, Packaging, Transport and Storage, Control of Substances Hazardous to Health etc.c. Safety of operation; i.e. warnings and cautions for inclusion in operating manuals (AESP, IETP)d. Infrastructure interfaces i.e. trails and testing facilitiese. Maintenancef. Trainingg. Disposal.h. SE Assurancei. SE Case developmentj. SE approvals/ AcceptanceThe SE Management Plan should be detailed for the current stage of the acquisition cycle but should also define a workable safety strategy for all the remaining stages, including Disposal. The Contractor shall support the Authority in:3. Producing RACI (Responsible, Accountable, Consulted, Informed) Chart define the responsibilities and accountabilities of the authorities involved in the implementation of the Project SE programme.4. Getting SE Management Plan endorsed by SE Committee/ Panel5. Producing outputs for SRD, Customer Supplier Agreements, SE elements of the IG and MG submissionsStep 4 PHIA, The Contractor shall support the Authority in:1. Preliminary Hazard Identification and Analysis (PHIA) - carried out against the URD and any CONUSE/ CONEMP to gauge a level of tolerability of potential SE risk (its better to find out early on that a risk may be perceived as not tolerable so something can be done about it!) 2. Producing Hazard Log (probably eCassandra)Step 5 The Contractor shall support the Authority in managing the Project SE System (everything produced so far)1. Developing the SE Management Plan2. Producing SE Case Reports as required for milestones such as IG or MG3. Setting schedules for reviews of safety documentation. Normal expected standard is annually once in-service
