Job Introduction An opportunity has arisen for a Regulatory Compliance Manager to join us reporting to the Regulatory & Government Affairs Manager. As Regulatory Compliance Manager you will be responsible for ensuring WPD complies fully with the requirements of the DistributionLicence and industry codes, Electricity Act and agreements in line with Ofgem. You will represent WPDs position on regulatory and compliance issues to Ofgem, BEIS and the Electricity Networks Association (ENA).The successful candidate will be responsible for the day-to-day management of the Regulatory Compliance team and managing a risk based regulatory compliance programme. You will be providing expert advice and interpretation on regulatory compliance withinthe distribution business and advice on strategic and emerging regulatory issues.The successful candidate will be based at Avonbank, Bristol or Pegasus, Castle Donington although travel to other locations across our distribution area may be required. Salary up to £80,000 depending on skills and experience.If you are offered a position, you will be required to successfully complete a basic DBS check that shows any unspent convictions or conditional cautions. Main Responsibilities

  • Ensuring, through the ongoing development of a compliance programme, that WPD has policies and procedures in place to demonstrate that the service provided complies with the requirements of the Distribution Licence. This will include a risk based approachto executing and documenting compliance checks against policies relevant to the regulatory activities, advising on necessary improvements, and ensuring that actions arising are effectively completed.
  • Monitoring and assuring the implementation and ongoing operation of new licence requirements and regulatory incentives e.g. Fair Treatment of Customers.
  • Co-ordinating the regulatory data assurance programme to ensure that regulatory submissions are complete and accurate and that regulatory filings are made on time.
  • Preparing advice and interpretation on compliance with the electricity distribution licence and regulatory guidance on incentives and relevant legislation and associated regulations including licence modifications, determinations, investigations and enforcement,including preparation of responses to Ombudsman complaints.
  • Liaising with functional managers to resolve operational issues within regulatory constraints.
  • Managing the relationship with Ofgem and BEIS in relation to regulatory compliance.
  • Preparing briefing and draft responses to regulatory and government consultations and other regulatory correspondence.
  • Co-ordinating the business response to requests for information from Ofgem in relation to licence compliance, Price Reviews and general regulatory issues.
  • Carrying out research into strategic and emerging regulatory issues for senior management, including the preparation of presentations and briefing papers.
  • Representing the distribution business function on regulatory issues including on working groups established by Ofgem and the ENA in relation to licence drafting, regulatory incentives and guaranteed standards and other regulatory issues as appropriate,including Licence Drafting Working Group (LDWG), Quality of Supply (QoS) WG and Customer & Social Issues Working Group (CSIWG).
  • Providing support to the management of Price Control Reviews.
The Ideal Candidate
  • Educated to degree standard or equivalent.
  • Minimum 5 years relevant experience in a regulated utility or consultancy, preferably with experience of regulatory compliance programmes and dealing government, public or consumer bodies.
  • Expert knowledge of the regulatory requirements of electricity licences and associated regulations.
  • Ability to plan, organise and manage multiple activities and meet tight deadlines.
  • Good communication and interpersonal skills including report writing, presentation skills and an ability to communicate at all levels.
  • Team leadership skills.
