Job Description

Your new roleOur Commercial Delivery Major Project teams are growing, we’re now hiring a Commercial Manager for the transformational A303 Stonehenge project, where you’ll be part of one of the largest and complex projects of national significance valued at circa £2bn.Reporting to the Head of Commercial Delivery for the A303 you will play a key role in partnering with projects teams to deliver a quality approach to a variety of commercial and procurement activities within a multi-million pound Major Project programme involving some of the most significant and challenging tier 1 projects in our portfolio. Using your commercial expertise, you will engage effectively with project teams and suppliers acting as a source of authoritative advice on contract management, cost capture and analysis to improve performance. You will join at an exciting time for the project as the A303 will complete the procurement of its main works contractor this year (2021) and then look mobilise the contractor, prior to going to site at the end 2022 / early 2023. You will be actively involved in helping set up the project for commercial success and you will also have the opportunity to assist in the development of the scheme of new projects for the next roads period starting in 2025.We welcome applications from candidates based in the south of the country, but we are looking for a flexible attitude to travel as the successful candidate will be required to attend meetings at other Highways England and supplier sites when required. The role will initially be based from our Bristol office, and will then move to site in Amesbury with the project in 2022. We are on journey to change the construction industry, to challenge the norms and move to better ways of working!What you’ll be leading on• Providing commercial support on the specific projects identified across a range of activities, aiding decision making on commercial efficiencies, acting as a source of authoritative advice on contract administration, cost capture, analysis, performance, related intelligence and opportunities for performance improvement.• Leading and developing complex infrastructure commercial team to deliver to challenging targets and a consistent and high quality approach to commercial and procurement strategy, investment decisions, scheme budget management, commercial management, contract administration, commercial dispute management and commercial performance management.• Providing commercial & procurement advice, identifying needs, understanding priorities and potential threats to success of the scheme, supporting mitigation in order to support better delivery• Drive the opportunity plan and continually look for better ways of working, including implanting digitally driven solutions• Providing commercial information to Project managers to empower then to hold suppliers to account against tender promises and contractual obligations. Collecting robust, consistent and objective data, and identifying trends and variances from data sets in order to undertake analysis to advise stakeholders on action to take to support efficient and compliant delivery.• Supporting the development of a thorough and ongoing knowledge resource of cost trends by sharing best practice with colleagues to share learnings to achieve a consistent approach for the organisation.• Drive the overall performance of the suppliers.To be successful• You will have demonstrable post qualification experience within a commercial function, in a relevant industry such as Infrastructure, Civil Engineering or Utilities• You will have demonstrable knowledge of NEC forms of contract, including experience of tendering and procurement using NEC forms of contract• You will have demonstrable experience of optimising value for money outcomes• You will have experience of cost drivers in an infrastructure environment, using cost capture, analysis and interpretation to drive continuous improvement an efficiencies across all project stages• You will have demonstrable experience of holding suppliers to account to deliver their scope of service• You will be able to demonstrate practical influencing skills, both internally and externally, to optimise commercial interests•You will be working towards member level of a professional organisation such as RICS, ICES, CIPS or equivalent.Want to know moreThe A303 Stonehenge project’s prime objectives are to: • "Reconnect the World Heritage Site (WHS)" by putting in place a 3.2km tunnel;• Improve the customer journey for all traffic moving to and from the South West of England; and• Improve the Outstanding Universal Value of the WHSIt therefore has unique challenges for the delivery team that will involve innovative thinking that will challenge and improve upon more traditional approaches.
