Job Description

You will lead a multi-skilled team to Create Great Digital Services for trustees and members of the public within an agile and matrix working environment. Managing resources, relationships, vendors and technology roadmaps ensuring capacity and skills fordelivery.   • Lead our development teams in the design and implementation of a wide range of user facing products and experiences for our varied audiences. Continually Improving the predictability and effectiveness of strategically important software delivery.
  • Actively Managing Digital Services during their lifecycle. Providing design and architectural options to key stakeholders, driving forward decisions and a longer term sustainable software architecture;
  • Inspire and enable teams to create an agile culture of high performance, collaboration, and trust.
  • Support our Agile project delivery methods by ensuring that teams are effective, productive, accountable and focused on business objectives
  • Ensuring the utilisation of User Centred Design and data driven iteration.
  • The identification of the resources needed for systems development and how this will be met with an effective supply capacity. Building the capacity and capability of the team.
  • The alignment of systems development activity and deliverables with agreed architectures and standards. Working collaboratively with other members of the Architectural Review Board (ARB), actively participating, providing technical leadership and responsibilityfor maturing the ARB to support change management, projects, programme activity and long-term architectural roadmaps/planning.
  • The development of technology roadmaps to communicate future systems development plans.
  • Working with Application Support, Software Testing and Infrastructure to ensure sufficient environments are available to reduce blockages.
  • Ensure the efficient adoption of live software by business colleagues, users and the Application Support team.
  • Ensure all digital developments are delivered against GDS standards (and frameworks)
  • Management of Software Development Partner including responsibility for their delivery and the identification & communication of risk.
Profile
  • Able to ensure delivery momentum by solving issues and unblocking problems. Drives teams and sets the pace, ensuring teams are working towards delivery commitments.
  • Able to engage in elements of risk management such as effectively managing and tracking the mitigation of risks.
  • Able to manage various dependencies across teams, departments and government as a whole.
  • Able to communicate effectively across organisational, technical and political boundaries, understanding the context.
  • Able to act as the point of contact for contracted suppliers.
  • Experience of managing a Multidisciplinary software development team - experience of using a continuous approach to planning, forecasting, estimating, managing uncertainty, metrics and measurements, contingency planning and road-mapping.
  • Experience of creating and communicating the plan, planning assumptions and progress to a range of stakeholders.
  • Experience of managing/Working with a 3rd party delivery partners and suppliers and their development teams.
  • Experience of handling the delivery of multiple services and products simultaneously.
  • Experience of backlog prioritisation / grooming
  • Experience of measuring and evaluate outcomes and outputs.
  • Experience of Resource Planning within a project and service delivery context.*
  • Experience of Test and Data driven development.
  • Experience of Agile development.
  • Understanding of user centric.design and GDS service design standards.
  • Knowledge of how Web Content Accessibility Guidelines (WCAG) 2.1 factor in to software development and service build.
